Motion:
To accept the Consent Agenda, Item #4-10 as presented.
· An application for a 2019 Victualling – BYOB to Kunniga Rittipa, The Boss Thai Restaurant / Rittipa Corporation, 1 Waseca Avenue, Barrington, RI 02806; Owner: Piyapong Rittipa, 12 County Road Barrington, RI 02806
TM Comments: This is Barrington’s first BYOB licensing request. The Boss Thai Restaurant has been very proactive in seeking this license. There are no activities or police reports that preclude granting this license.
Motion:

· Barrington Comprehensive Community Plan Amendments (Planning Board Chair Larry Trim)
TM Comments: Continued from the June 3rd Town Council / Planning Board Joint Meeting. Amendments establish developer guidance for Bay Springs Parcels (Lots 109 and 154, Assessor’s Plat 2).
· Cottage Community
· Handicap-accessible housing units.
o Reduce or eliminate accessibility barriers.
o 20% of the total units.
o ADA-accessible porch decking.
o Accommodations for people with an unsteady gait.
· Sidewalks and no construction within 25 feet of south side of Allin Cemetery.

TM Comments: Park & Recreation has requested that a member of the Planning Board be included in the Ad Hoc Athletic Fields Advisory Committee.
Motion
To amend the composition of the Ad Hoc Athletic Fields Advisory Committee to include a member of the Planning Board.
TM Comments: The Town has a Sexual Harassment Policy in place for municipal employees. See attached.
TM Comment: Barrington recently suffered the tragic loss of two young adults to a drug overdose. Councilor Boyajian has requested an opportunity to discuss actions the Town could take to support our adult citizens.
· Bay Team:
o Award the bid for a Regional Prevention Assistant for administrative support to the East Bay Regional Coalition to Serenity Shield. Contract services will be in the amount of $20,732.
TM Comment: No BAY Team or Regional Coalition funding comes from the Town budget.

To award the bid for a Regional Prevention Assistant for administrative support to the East Bay Regional Coalition. Contract services are to be awarded to Serenity Shield in the amount of $20,732 based on the compensation schedule set forth by BHDDH and will be reviewed on an annual basis. It is understood that this position is grant funded and limited to the terms, dates, and availability of funding based on said grant. All funds for this work come from the PFS 2018, SOR, and Tobacco Free Teen Alliance grants acquired by the BAY Team.
o Award the bid for a SOR Subgrant Coordinator to Laura Cooke to manage the opioid overdose solution community grants as part of the 2-year State Opioid Response grant for the East Bay Regional Coalition. Contract services will be in the amount of $20,630.

o Award the bid for a PFS and SOR Municipal Coordinator at the municipal level to Barbara Palumbo for contracted services in the amount of $12,715.
TM Comment: No BAY Team or Regional Coalition funding comes from the Town budget.

To award the bid for a PFS and SOR Municipal Coordinator at the municipal level to Barbara Palumbo for contracted services in the amount of $12,715 based on the compensation schedule set forth by BHDDH and will be reviewed on an annual basis during this 2-year grant. All funds for this work come from the SOR and PFS 2018 grants acquired by the BAY Team from the State of Rhode Island, Department of BHDDH.
· Town Planner:
o Award the bid for Police Cove Park Dock Engineering and Construction Services to GZA in the amount of $29,000 to include an additional 10 percent contingency.
TM Comment: Transient dock along boat ramps is a standard safety feature and has been recommended by the Harbormaster. Total cost is $170,685. Town received a US Department of the Interior Fish and Wildlife Service grant in the amount of $128,014 (75%), requiring a 25% match of $42,471 from the Town (Transient Dock CR and Police Cove Park). $29,000 bid award will cover engineering, permitting and construction phase services.
Motion
To authorize the Town Manager to enter into an agreement with GAZ of Providence, RI to provide engineering services related to the design, permitting and construction services of a transient dock at the Police Cove Park boat ramp at a cost of $29,000, to include an additional 10 percent contingency.
o Award the bid for the purchase of one (1) 2020 Ford Explorer Police Interceptor Utility SUV Police vehicle to TASCA Automotive Group, Hartford CT in the amount of $33,071.60.
TM Comment: Price is from the State Master Price Agreement (MPA) for a patrol vehicle.

TM Comment: Price is for an administrative (Chief’s) vehicle. Chief’s current vehicle will be transferred to patrol to allow installation of patrol equipment (light bar, cage, radio) from a vehicle no longer in service. This will account for approximately $4,000 in savings.

v 2019-17 An Ordinance Amendment to Chapter 185 Zoning (Establish Agriculture-Rural Zoning)
TM Comment: Ordinance amendment would establish a new “Agricultural-Rural Zone” to protect farmland and environmentally sensitive areas. It would also increase the minimum lot size from 40K sq. ft. to 120K sq. ft. Amendment is focused on preserving farmland in the George Street / Nockum Hill area, currently zoned R-40 (Conservation Development).

TM Comment: This amendment would allow Municipal employees that live out of Town to purchase a beach pass. I initiated this ordinance as a benefit to our employees. This will have no impact on parking. To date, we have sold six passes.

TM Comment: This ordinance change will remove the six-month sunset clause on the change in Town Hall hours. The change has been very successful with many of our residents. Statistics regarding utilization will be presented at the Public Hearing at the Town Council meeting on September 9th.
