3. RESOLUTION IN SUPPORT OF BOND LEGISLATION IN THE AMOUNT OF TWENTY-MILLION DOLLARS ($20,000,000) FOR VARIOUS ENVIRONMENTAL INFRASTRUCTURE IMPROVEMENTS FOR THE FISCAL YEARS 2026 & 2027
