A regular session of the Pawtucket Board of License Commissioners was held Wednesday, May 20, 2026, at 7:01 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI.
Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – 0.
Chairperson Mercer presided.

Speaking was York Osorio, 130 Broad Street, Cumberland, RI, applicant.
Mr. Osorio stated that the hours of operation will be from 8:00 a.m. to 7:00 p.m., with the possibility of extended hours in the future.
He stated that he has two employees.
He would like to add mimosas to the menu.
He stated that the parking lot next door will be used for parking.
Speaking in opposition was Anthony Damiani, 73 Francis Avenue, Pawtucket, RI.
Mr. Damiani stated that he has lived at the Francis Avenue property since 1987 and shares a common driveway with the bakery. He stated that the building is approximately 21 feet from his house.
He expressed opposition to the liquor license request.
He also stated that there are churches nearby and that there are no fences separating the properties.
Speaking in opposition was Delmira DaSilva, 64 Chandler Avenue, Pawtucket, RI.
Ms. DaSilva stated that she lives next door to the parking lot and expressed opposition to the liquor license due to concerns regarding noise issues, especially late at night. She has no problem with the food license.
Mr. Osorio responded that the establishment is open daily. Entertainment is limited to television and radio, and the latest the establishment may remain open is 11:00 p.m.
There were no other speakers. The public hearing was closed.

Upon motion made by Councilor Stachowiak, seconded by Councilor Rubio, the following petition for license was APPROVED with the following stipulation on a unanimous voice vote:
