A regular session of the Pawtucket Board of License Commissioners was held Wednesday, June 10, 2026, at 6:50 p.m., in the Temporary City Council Chambers, 2™ floor, 100 Freight Street, Pawtucket, RI. Video

27.  THE FOLLOWING SHOW CAUSE HEARING WAS POSTPONED AT THE MEETING HELD ON MAY 6, 2026, AND WAS AGAIN TAKEN UP:

 

AUTOMOBILE REPAIR SHOP AND SECOND-HAND SHOP LICENSES (CLASS A & B)

(Selling used automobiles and parts)

Stipulations:

1.      No mechanical repairs in the front of the building.

2.      No debris in the back.

3.      All work must be done inside the building.

4.      All vehicles in the front are for sale only. 01/23/2013

 

Speaking was Carl Johnson, Director of Zoning and Code Enforcement.

 

Mr. Johnson stated that he met with Mr. Garcia during ongoing property investigations.

 

Speaking was Roberto Garcia Jr., 60 Hilton Street, Pawtucket, RI, license holder.

 

Mr. Garcia explained that the chairs located outside are provided for customers to sit on while waiting for their vehicles to be serviced.

 

He stated that he is performing a full transmission rebuild on a box truck. Once done in a couple of weeks, he will be able to move the truck and two other cars out of the lot. He noted that while he attempts to move vehicles as quickly as possible, some customers take several weeks to pick up their vehicles. Mr. Garcia reported that he employs two mechanics, in addition to himself. He operates on both an appointment and walk-in basis and stated that he makes every effort to keep the property clean and orderly. He further stated that he has made numerous improvements to the property over the past month.

 

Speaking was Dan McKiernan, Assistant City Solicitor.

 

Mr. McKiernan stated that while there has been improvement at the property, additional work remains to be done. He also noted that pending litigation is contributing to ongoing issues.

 

Mr. Johnson indicated that the property will continue to be monitored over the next 30 days to ensure further progress, noting that the property remains overly filled.

 

Councilor Gregor requested that Mr. Garcia ask his attorney for an update regarding the case involving his father.

 

Attorney McKiernan recommended renewal of the license. He further recommended that the property be inspected every few weeks to ensure compliance with all stipulations.

 

The Show Cause Hearing was closed.

Upon motion made by Councilor Gregor, seconded by Councilors Moreno and Wildenhain, the Board requested biweekly reports be sent to Councilor Gregor from Carl Johnson,

Director of Zoning and Code Enforcement, regarding Tiki’s Auto Sales Annex, and that the matter return to the Board for an update at its meeting on August 5, 2026.
