A regular session of the Pawtucket Board of License Commissioners was held Wednesday, July 22, 2026, at 12:10 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI.
Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – Councilor Moran.
Chairperson Mercer presided.

Upon motion made by Councilor Araujo, on behalf of Council President Moran, and seconded by Councilors Rubio and Wildenhain, the Clerk was instructed to send a communication to all holders of Waste Hauler Licenses in the City of Pawtucket, advising them that no waste collection or dumpster pickups shall occur within the City prior to 7:00 a.m. and after 7:00 p.m. and emphasizing that strict compliance with this requirement is expected.

THE CHAIR RECOGNIZED COUNCILOR CODERRE.
Upon motion made by Councilor Coderre, seconded by Councilor Stachowiak, the Board called for a FORMAL HEARING on the license of Picos Restaurant and Hookah Lounge (Picos Restaurant and Lounge LLC), 110 School Street, on Wednesday, August 5, 2026, for the following violation, on a unanimous voice vote:
1. On or about July 11, 2026: Expansion of Premise without Board Approval in violation of R.I. Gen. Law § 3-5-17, failure to prohibit the consumption of alcoholic beverages outside of the licensed premises and in violation of R.I. Gen. Laws § 3-5-9, and Rule 1.4.27 of the RI Department of Business Regulations 230-RICR-30-10-1 Liquor Control Administration “Premises - Retail”, for the sale, service or storage of alcoholic beverages outside the established licensed premises without Board approval. (See attached reports)
2. On or about July 11, 2026: Having a festival, show, exhibition or other entertainment outside of your licensed premise without first obtaining a license from the City Council in violation of Chapter 193 of the Code of Ordinances of the City of Pawtucket. (See attached reports)
