A regular session of the Pawtucket Board of License Commissioners was held Wednesday, March 20, 2024, at 6:56 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

 

Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moran, Moreno, Stachowiak and Wildenhain.

 

Absent – Councilor Rubio.

 

Chairperson Mercer presided.

 

The reading of the records of March 6, 2024 was dispensed with and the records were APPROVED as prepared by the Clerk,

 

Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the *Consent Agenda was APPROVED, on a unanimous voice vote.

KENNEL LICENSE New –

 

Harmony (Harmony Dog Training LLC) 65 Patterson Avenue, LIC#16185

 

Speaking is Luis Rosado, 130 Volturno Street, North Providence, RI, applicant.

 

Mr. Rosado was in veterinary medicine for 18 years.

 

He is now a dog trainer.

 

He has security lined up.

 

He will keep the barking to a minimum by keeping the dogs relaxed.

 

There will be no overnight stays at this time; only doggie daycare.

 

It will take at least 3-4 months to get his kennel license.

 

The hours will be 7:00 a.m. until 7:00 p.m. He may extend a little time for people who get out of work late.

 

 

Speaking is Seamus Weeden, 64 Vale Street, Pawtucket, RI.

 

Mr. Weeden was concerned about the more noise in the neighborhood. His house is right behind the kennel.

 

He was also concerned about added traffic.

 

There were no other speakers. The hearing was closed.

Upon motion made by Councilor Gregor, seconded by Councilors Coderre and Moreno, the following petition for license was APPROVED, on a unanimous voice vote:

The Hearing is closed.

 

 

THE CHAIR RECOGNIZED COUNCILOR MORAN.

 

With majority consent of the Board, the following motion made by Councilor Moran, seconded by Councilor Araujo, was PASSED on a unanimous voice vote:

 

The Clerk was instructed to issue a summons to Happy Hour Club, 404 Benefit Street, to appear at a FORMAL HEARING on Wednesday April 10, 2024, for the following reason:

 

1.  Failure to appear at the Informal Hearing scheduled before the Board of License Commissioners on March 20, 2024.

 

2.  On or about January 27, 2024; February 22, 2024; March 17, 2024: Operating after hours. (See attached police report.) (Violation of R.I. Gen. Laws § 3-7-7, Pawtucket Ordinance § 108-18 and Rule 1.4.18 of the RI Department of Business Administration – Liquor Control Administration entitled “Hours of Business – Retail”).

 

3. On or about February 16, 2024: Entertainment without a license.  (See attached police Report) (Violation of R.I. Gen. Laws § 5-22-4, Violation of Pawtucket Ordinance § 193-1 entitled “Licensing Required.”)

 

 

 

Upon motion made by Councilor Araujo, seconded by Councilor Stachowiak, the meeting was adjourned at 7:17 p.m.
