A regular session of the Pawtucket Board of License Commissioners was held Wednesday, January 24, 2024, at 6:45 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. Video

 

Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moreno, Rubio and Wildenhain.

 

Absent – Councilors Moran and Stachowiak.

 

Chairperson Mercer presided.

 

 

Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the *Consent Agenda was APPROVED, on a unanimous voice vote. Video

Present is Sabdin Santos, 103 Bernon Street, Providence, RI, applicant.

 

Mr. Santos stated that the Fire Department re-inspected his restaurant and approved the business.

 

He has been in the restaurant business for 22 years.

 

He will take over the business. He worked in Tikal Restaurant for 10 years.

 

Mr. Santos will run the business.

 

 

There will be the same menu.

 

Mr. Santos was all right with the previous stipulation.

 

There were no others speakers. The hearing was closed.

Stipulation.

  1. End outdoor seating at 9:00 p.m.

 

Representing the City of Pawtucket was Frank J. Milos, Jr., City Solicitor.

 

Mr. Milos stated that the license holders admit to the violations, and they have agreed to a No Lo Plea with the following penalties; a $1,000 fine to be stayed for one year and having two details officer on three successive Thursdays, beginning February 1, 2024.

 

Also speaking was Thomas Hanley, The Westin Providence Dome Building, 3rd Floor, 1 West Exchange Street, Providence, RI, attorney for the license holders.

 

Mr. Hanley stated that this was a fair assessment of what happened. His clients will accept the penalties.

 

He stated that the security people didn’t step in because some of the alleged combatants were women.   They will have a better plan to disperse crowds in the future.

 

The hearing is closed.

 

 

 

 

THE CHAIR RECOGNIZES COUNCILOR CODERRE.

 

Upon motion made by Councilor Coderre, seconded by Councilor Rubio, the board ACCEPTED THE PLEA OF NO LO CONTENDRE AND IMPOSED ON THE LICENSE HOLDER, MANGOS HOOKAH LOUNGE (PRINCESS INVESTMENTS LLC), 17 EXCHANGE STREET, A FINE IN THE AMOUNT OF $1,000.00 TO BE STAYED FOR ONE YEAR. ALSO, TWO POLICE DETAILS WILL BE REQUIRED ON THREE SUCCESSIVE THRUSDAYS STARTING FEBRUARY 1, 2024, for the following reason:

 

      On or about December 15, 2023: Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state or ordinances of this city to be violated. (See attached report.) (Violation of R.I. Gen. Laws § 3-5-23).
