Pawtucket Board of License Commissioners
February 21, 2024
A regular session of the Pawtucket Board of License Commissioners was held Wednesday, February 21, 2024, at 6:58 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – Councilor Moran.
Chairperson Mercer presided.
The reading of the records of February 7, 2024 was dispensed with and the records were APPROVED as prepared by the Clerk, 
Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED, on a unanimous voice vote.

ENTERTAINMENT –
Petition of Dionisio Burgos for a license to conduct a Night of Views (fashion show) at 230 Main Street, on Saturday, March 30, 2024, from 7:00 p.m. until 1:00 a.m. LIC#16176
THE CHAIR RECOGNIZED COUNCILOR ARAUJO.
Upon motion made by Councilor Araujo, seconded by Councilor Gregor, the agenda was amended to include the following objections, on a unanimous voice vote:
Communication from Gregory A. Mancini, Esq., Sinapi Law Associates, to the Pawtucket Board of License Commissioners, objecting to the transfer of Class A Liquor License of D & B Liquors LLC to D & B Liquors (Shivji Corp) 50 Ann Mary Street, in the total amount of $13,324.43 for Horizon Beverage and $24,383.79 for Mancini Beverage.
Communication from McLaughlin & Moran, Inc., to the Pawtucket Board of License Commissioners, objecting to the transfer of Class A Liquor License of D & B Liquors LLC to D & B Liquors (Shivji Corp) 50 Ann Mary Street, in the total amount of $2,865.68.
Communication from Paul J. Pisano, Esq., to the Pawtucket Board of License Commissioners, objecting to the transfer of Class A Liquor License of D & B Liquors LLC to D & B Liquors (Shivji Corp) 50 Ann Mary Street, in the total amount of $6,406.53 for Johnson Brothers of RI.
Upon motion made by Councilor Araujo, seconded by Councilor Gregor, the following objections were READ AND ORDERED FILED:

Speaking for the applicant was Attorney Nicholas Lambros,100 Midway Road, Cranston, RI, and Hailey Patel, 59 Dunham Street, Attleboro, MA, applicant.
Mr. Lambros stated that they will have closing after the license transfer approval. He will notify the current owner’s attorney about the objections.
Ms. Patel stated that her brother owns a liquor store in Pawtucket. This is her first store. She is TIPS certified.
She works at Massachusetts General Hospital
She has a team lined up to run the store.
There were no others speakers. The hearing was closed.

Speaking was James Monteiro, 16 Duncan Avenue, Providence, RI.
Mr. Monteiro stated that he is doing a fundraiser to raise money for kids. He runs the pizza place across the street.
Speaking was Captain Kenneth Dolan, Pawtucket Police Department.
Captain Dolan discussed the above letter and the event that Mr. Monteiro had last week without a license. He stated that Mr. Monteiro was selling tickets on-line. He moved from 249 Main Street to 230 Main Street.
The event was supposed to be cancelled, but was not.
There is no occupancy at 249 Main Street because of deficiencies. The license should not be approved without an occupancy.
Speaking was Chief John Trentesseaux, Pawtucket Fire Department
Chief Trentesseaux stated that there are eight deficiencies at 249 Main Street and that location is set up as a mercantile establishment. It has not had an inspection as a place of assembly, which is needed to haven events. Without this inspection, it is not rated for occupancy.
Mr. Montero stated that he corrected the eight deficiencies. He has a lease. The building is owned by Leslie Moore.
The next speaker was Michelle Hardy, Deputy City Clerk
Ms. Hardy stated that there was a party two weeks ago at 230 Main Street. She found on-line that there was an event scheduled at 249 Main Street last week. She told the event holder that the event had to be cancelled, but she did not hear back from the event holder.
Mr. Monteiro subleases the property for events. Ms. Hardy told Mr. Monteiro, Ms. Moore and Ms. Snead that they couldn’t have events without licenses. They have been holding events at 249 Main Street since last March without licenses.
Chief Trentesseaux stated that 230 Main Street also hasn’t had an assembly inspection, so they cannot have events there until they do.

Upon motion made by Councilor Coderre, seconded by Councilors Araujo and Moreno, the following petitions for license were DENIED on a roll call vote, as follows:
