A regular session of the Pawtucket Board of License Commissioners was held Wednesday, April 19, 2023, at 6:49 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – 0.
Chairperson Mercer presided.
The reading of the records of April 4, 2023 was dispensed with and the records were APPROVED as prepared by the Clerk,

Speaking in favor is Attorney Stephen Sypole, One Turks Head Place, Suite 900, Providence, RI.
Mr. Sypole stated that his client’s long-term plan is to have a restaurant with entertainment. Ms. Louchen installed a new Brick Oven.
The hours will be Wednesday thru Sunday, 6:00 p.m. – 1:00 a.m.
There will be a separate room where the music will be played. Because of the thickness of the walls, he doesn’t believe that anyone will be able to hear the music outside. This will not be night club, it will be small venue, the capacity is limited to 75 people.
It will have a fenced-in in smoking area; no drinks will be allowed outside. His client is withdrawing her request for outside service.
There will be a manager present at all times.
They are accepting the stipulation to stop live music at 10:30 p.m.
Also speaking is Morgan Louchen, the applicant.
Ms. Louchen stated that she is starting slowly, then will expand menu, hours and entertainment. They will have a variety of musical styles. They will rent out space for private parties. The door person will make sure that people will leave the lot at closing. They will have soundproofing on walls.
There are no other speakers. The haring is closed.
THE CHAIR RECOGNIZES COUNCILOR MORAN.
Upon motion made by Councilor Moran, seconded by Councilor Araujo, the following license is APPROVED, WITH THE FOLLOWING STIPULATION AND THE REQUEST FOR EXPANSION OF PREMISE TO INCLUDE OUTTDOR SEATING IS DENIED on a unanimous voice vote:
