A regular session of the Pawtucket Board of License Commissioners was held Tuesday, April 4, 2023, at 6:53 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

 

Present – President Mercer, Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

 

Absent – 0.

 

Chairperson Mercer presided.

Speaking on behalf of Dollar Tree is Attorney Andrew Ferguson, from Coughlin, Betke LLP, 175 Federal Street, Boston, Massachusetts.

 

Mr. Ferguson thanked the Board for making this an informal hearing.

 

 

He praised Mr. Milos for the great job he does for the city.

 

Also speaking on behalf of Dollar Tree are Heather Frye, a District Manager, 65 Dewey Avenue, Pawtucket, and Shara Irizarry, Assistant Manager at the store.

 

Ms. Frye noted that she is not the district manager for this store, but she is representing him tonight, because he was unable to attend,

 

Ms. Irizarry stated that she has been working at this store since December and the manager has been there a couple of weeks.

 

Ms. Frye stated that the district manager has a plan for this store.  The parking lot is cleaned twice per week, and both the trash and the cardboard are picked up twice per week.

 

Ms. Irizarry stated that there will be daily checks of the lot each morning.  The cardboard is picked up on Tuesdays and Thursdays and the trash is picked up on Mondays and Wednesdays.  There are now no rodents on the lot.

 

 

The next speaker in Carl Johnson, Director of Zoning & Code Enforcement.

 

Mr. Johnson stated that this store is the most cited store in the city.  They check it often.  He stated that it has gotten a little better.  He wants a landscaper to clean out the debris in the front of the building.  He stated that the dumpster should be totally enclosed at all times.  This will fall on the staff to close it in after the pick-ups, because the pick-up company will not do it.

 

Councilor Stachowiak asked that the graffiti on the property be cleaned-up.  It sends a bad message in the neighborhood.

 

Councilor Araujo asks that they do daily checks of the property at night, as well as in the morning.  He also asks that they put a trash receptacle in front of the store so people can discard their unwanted receipts in the can rather than on the ground.

 

Ms. Frye will pass these things on to the district manager.
