A regular session of the Pawtucket Board of License Commissioners is held Wednesday, May 25, 2022, at 6:53 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – President Moran, Councilors Araujo, DaRosa, Gregor, Mercer, Schuette, Vasquez, Stachowiak and Wildenhain.

Absent – 0.

Chairperson Moran presides.

It is noted by the City Clerk that restaurants cannot be open before 6:00 a.m.

Majority of the business will be take-out. They will be serving wine and beer.

They have six parking spaces.

Speaking is Scott Spychalla, 318 Daggett Avenue, Pawtucket, President.

Mr. Spychalla states that the club members would like to drink outside respectfully.

Most people are 45-60 years old. There will be no parties or loud music.

They want a place to relax. That’s all.

They just re-sided the building.

There have been no problems in last three years. They get calls when there is nothing going on – they don’t understand. It makes them look bad even when it is determined that nothing wrong is happening.

They have been there since 1914. They just want a chance.

The area is enclosed, they have a patio, it has been there for 7 years. He recognizes that the patio was put it incorrectly, because they did not have a permit

They are on the patio until 8 or 9 p.m. the latest. There were no complains when they were allowed to drink outside during the pandemic.

They have security cameras.

Speaking is opposition is Robert Brown, 71 Gates Street.

Mr. Brown opposes the application and reads a prepared statement, which is read and ordered filed.

Speaking is Debra Duby, 78 Crest Drive.

Ms. Duby has been involved with the club for 25 years. She states that since Mr. Ethier has been gone there have been no problems.

They like to go outside with a drink and talk.

There were issues with neighbors for many years because the neighbors don’t like that club being here

There are no problems now.

People can go outside to smoke and talk; why not drink.

Speaking in opposition is Ann Marie Glaude, 81 Gates Street.

Ms. Glaude has a breezeway, but cannot open the door because of the music.

She says that they play horseshoes and the clanging is loud.

She is in opposition to allowing the expansion.

Speaking is Cheryl Gamache, 30 Eddington Street.

Mr. Gamache works at the Polish Club. She spoke with Mr. Brown and they try to help. They are only asking for Saturday through Monday, for outdoors, from 1:00 p.m. to 7:00 p.m.

They are looking for a probationary period to prove themselves.

Mr. Spychalla states that he prides himself on keeping the property clean. People who go there are from Pawtucket. They worked hard to do a good job.

There are no other speakers. The hearing is continued until June 8, 2022.
