A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 8, 2022, at 6:51 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – President Moran, Councilors Araujo, DaRosa, Mercer, Schuette, Vasquez, Stachowiak and Wildenhain.

Absent – Councilor Gregor.

Mr. Andrade wants to follow in his dad’s footsteps.

He will not be changing anything. The hours will be the same. He may hire someone full time and someone part time; he will also work there.

He will be TIPS certified. He did not work in a liquor store in US.

He will clean up the premise every week.

Mr. Andrade states that there is security system in the store, but he may upgrade to a new system.

Also present is Attorney Jose Centeio, 183 State Street, Boston, MA.

Mr. Centeio states that Mr. Andrade is his client (family attorney). He works closely with Mr. Andrade, makes sure he will comply with law and make improvements to the building, area and security.

Mr. Chartier states that this is family-owned property for 65 years. It was great for the first 60 years; it is not so great for the last 5 years.

The club is in the heart of a residential neighborhood. There is noise, swearing after hours. This club is not intended to serve alcohol outside.

He opposes expansion; he is concerned that it will become a bar.

Speaking is John Lavalley, 254 Annie Street, Pawtucket, RI.

Mr. Lavalley has three children.

He states that this is a residential area. People are leaving the club intoxicated and speeding down the streets. He fears that it will get worse. He is concerned with noise and swearing.

Speaking is Milagros Cordoba, 211 Annie Street, Pawtucket, RI.

She has been living there for 4 years. There is lots of traffic and noise at the club.

People come out at 1:00 a.m. sometimes. She states that it would get worse.

Speaking is Jonathan Hall, Vice President of Club, 160 Newport Avenue, Pawtucket, RI.

He has been going to this club for 30 years. Since Scott bought it, he is trying to work with neighbors. The prior owner did not run it like a social club.

The club wants to be outside for 3 days per week until 8:00 p.m.

Speaking is Michelle Hardy, Deputy City Clerk.

She spoke with zoning; they are catching up on expansion requests. The property is a legal non-conforming use. The expansion would be an intensification of use and need Zoning Board Approval.

Speaking is Scott Spychalla, 318 Daggett Avenue, Pawtucket, RI.

Mr. Spychalla states that there were no problems over last 2 years, since prior partner passed away. More people come to club because it is a nice place to come.

He is ok with whatever the Board decides – it will not hurt the business.
