A regular session of the Pawtucket Board of License Commissioners is held Tuesday, November 23, 2021, at 6:46 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. Video

 

Present – President Moran, Councilors Araujo, DaRosa, Gregor, Mercer, Schuette, Vasquez and Wildenhain.

 

Absent – 0.

 

Chairman Moran presides.

Present is George Foussakis, 106 Newport Avenue, Pawtucket, RI, owner.

 

Mr. Foussakis states that he is talking to different contractors to finish his restaurant and hopping to be running by March, 2022.

 

He had his current license since 1974 and does not want to lose it.

 

There are no other speakers.

Stipulations.

1.     Detail Officer from 10:00 p.m. to 2:00 a.m., Fridays and Saturdays.

2.     End outdoor seating at 9:00 p.m.

 

Representing the City of Pawtucket is Lizette Gomes, Assistant City Solicitor.

 

Ms. Gomes states that they have an agreement, which would include a $500 fine and a one-day suspension on Friday, November 26, 2021.

 

Speaking is Alex Quiroz, 126 Edgeworth Avenue, Providence, RI, license holder, who is sworn-in by City Clerk Richard J. Goldstein.

 

Mr. Quiroz states that on the prior weekend he went to a wedding and left his dad in charge, who is qualified.

 

He fired their security team.  They try to control the crowd by using risk management. He had a process in place, which worked well that night until the end.

 

Speaking is Wilson Soto, 241 Cottage Street, Woonsocket, RI, license holder, who is worn-in by City Clerk Richard J. Goldstein.

 

Mr. Soto states that they are not the only ones having issues in the City.

 

He states that it was his wedding they were at.

 

Mr. Soto states that they originally wanted to be a full restaurant; they tried to make it more family oriented. They have salsa bands on weekends; they worked with kids (school of music).

 

He states that the pandemic hurt the business.

 

He states that they work well with the police. The cost of everything is going up. He is trying not to do anything wrong.

 

He is paying $2,000.00 a month for police details.

 

The hearing is closed.

 

THE CHAIR RECOGNIZES COUNCILOR MERCER.

 

Upon motion made by Councilor Mercer, seconded by Councilor Wildenhain, the board IMPOSES A FINE IN THE AMOUNT OF $500.00 TO BE PAID WITHIN 30 DAYS, AND A ONE DAY SUSPENSION, ON FRIDAY, NOVEMBER 26, 2021, for the following reasons, on a unanimous voice vote:

 

 

1.  On or about October 10, 2021: Operating after hours. (Violation of R.I. Gen. Laws § 3-7-7, Pawtucket Ordinance § 108-18 and Rule 1.4.18 of the RI Department of Business Administration – Liquor Control Administration entitled “Hours of Business – Retail”).
