AN INFORMAL HEARING ON THE FOLLOWING LICENSE IS TAKEN UP:

James A Ryan Post 33 (Post No 33 Inc) 140 South Bend Street, LIC#4200
Speaking on behalf of the Post is Peter Rathbun, Post Commander.
Mr. Rathbun is aware of this incident.
He was at post that night. He disputes that there was a firearm there.
One member in the incident was a member of the Post; the others were not. The non-members arrived at 10:00 p.m.
Mr. Rathbun took over on June 1, 2021, and he is taking steps to correct the issues.
Councilor Mercer questions why non-members would be coming in to the club.
Mr. Rathbun keeps a chain across the doorway when the door is open to keep kids out.
He notes that the previous commander allowed drinking on the deck. He stopped it when he took over on June 1, 2021.
They will punish all involved in the incident; it will not happen again.
Councilor Araujo states that he does not like chain across the door because of fire concerns.
Mr. Rathbun states that he will take it down.
The hearing is closed.

A FORMAL HEARING ON THE FOLLOWING LICENSE IS TAKEN UP:

Panal Restaurant (Carrasco Corp) 97 Lonsdale Avenue, LIC#8600
Representing the City of Pawtucket is Frank J. Milos, Jr., Esq., City Solicitor.
Also present is Police Sergeant David Medeiros, who is sworn-in by City Clerk Richard J. Goldstein.
Sergeant Medeiros states that he was on duty on May 23, 2021.
At 2:30 a.m. he was driving by Panal Restaurant, he heard loud music, he called for back-up, he knocked on the door. In the meantime, back-up came, and they went inside.
There were flashing lights and music.
A male bartender was hiding bottles. There were two women sitting at the bar. There were four people in total there.
The owner stated that they were having a get-together after hours.
The owner shut off the flashing lights and music and allowed the police to check the remaining establishment.
Speaking is Newton Carrasco, license holder, who is sworn-in by City Clerk Richard J. Goldstein.
Mr. Carrasco states that he was putting in music and lighting systems.
The restaurant has been closed since March 2020.
He states that he did not understand that he couldn’t work after hours, he apologizes to the officers and the City Council.
He was not open that night; he gave the worker a beer.
Sargent Medeiros states that the business was closed for over a year. There were four people inside.
Mr. Carrosco states that a week later he had private event for guests during the day.
Mr. Milos states that he can’t be open late at night. All guests and employees must be out by 1:30 a.m.

Upon motion by Councilor DaRosa, seconded by Councilor Wildenhain, the Board issues a WARNING to the license holders at Panal Restaurant (Carrasco Corp), 97 Lonsdale Avenue; no other action is taken, on a roll call vote, as follows:
AYES – President Moran, Councilors Araujo, DaRosa, Mercer, Rudd, Schuette, Vasquez and Wildenhain.
NOES – 0.
THE CHAIR RECOGNIZES COUNCILOR RUDD.
With majority consent of the Board, the following motion made by Councilor Rudd, seconded by Councilor Wildenhain, is PASSED on a roll call vote, as follows:
AYES – President Moran, Councilors Araujo, DaRosa, Mercer, Rudd, Schuette, Vasquez and Wildenhain.
NOES – 0.
The Clerk is instructed to send communication to the Pawtucket Police Department, requesting that they watch out for loitering at the Pawtucket Food Mart, 755 Mineral Spring Avenue. Councilor Rudd has gotten calls about people being harassed as they walk by the lot, and has gotten reports of alleged drug deals occurring in the lot.
Also the Board requested that the Clerk send a communication to the owner of the store to ask their assistance to stop the loitering.
Upon motion made by Councilor Mercer, seconded by Councilor Araujo, the meeting is adjourned at 7:56 p.m.
