A regular session of the Pawtucket Board of License Commissioners is held Wednesday, January 20, 2021, at 6:51 p.m., via videoconference on ZOOM during the COVID-19 pandemic, per Governor’s order 20-25.

 

Present – Chairperson Moran, Councilors Amponsah, Araujo, DaRosa, Mercer, Rudd, Schuette, Vasquez and Wildenhain.

 

Absent – 0.

 

Chairperson Moran presides.

 

 

The reading of the records of January 6, 2021 is dispensed with and the records are APPROVED as prepared by the Clerk, on a roll call vote, as follows:

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR HEARING AT THIS TIME, IS TAKEN UP (The public was allowed to participate electronically):

Previous Stipulation.

1.     Police Detail is required on Friday and Saturday evenings from 9:30 p.m. to 1:30 a.m.

 

 

Speaking in favor is applicant, Jose Mendes, 159 Warren Avenue, Pawtucket, RI.

 

Councilor Schuette questions the Mr. Mendes regarding his application for license.  She notes that included in the application is a request for entertainment, as well as, outdoor seating on two decks noted in the application.

 

Upon questioning, Mr. Mendes states that the outdoor seating is new, but would not interfere with the number of parking spots provided.

 

Mr. Mendes states that he will have a full menu with Columbian type food.  

 

Councilor Schuette questions the hookah portion of the business and how Mr. Mendes will be able to maintain this as his primary revenue source reaching the 51% or more in hookah sales with the Covid-19 pandemic going on and no hookah allowed inside at this time.

 

Mr. Mendes states that his main focus is on food at this time and will be able to reach the 51% or more in hookah sales after the Covid-19 pandemic is over.   

 

Councilor Mercer is concerned about Mr. Mendes generating enough revenue to cover the 51%.

 

Councilor Wildenhain questions the hours planned outside.

 

Mr. Mendes states that he would like to have the outdoor seating from 11:00 a.m. until 11:00 p.m.

 

Councilor Mercer states that he would be in favor of a family restaurant but would not be in favor of hookah at this time.

 

Upon questioning from Councilor Wildenhain regarding entertainment, Mr. Mendes explains that he will have a 3-piece band or DJ services.

 

Councilor Wildenhain also states his concern regarding noise and outdoor seating.

 

Mr. Mendes states that he plans on having a family restaurant, and wants to run a great establishment. He has managed the business over the last year and there have been no problems.

 

Councilor Schuette states that Mr. Mendes has done a good job with following Covid guidelines, but unfortunately, she will not be able to support the hookah during this health crisis at this time.

Upon motion made by Councilor Schuette, seconded by Councilor Amponsah, the following license is APPROVED with outdoor seating and with change of name to 574 Restaurant & Lounge and with the following stipulation, on a roll call vote, as follows:

 

AYES – President Moran, Councilors Amponsah, Araujo, DaRosa, Mercer, Rudd, Schuette and Vasquez.

 

NOES – Councilor Wildenhain.
