A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 19, 2020, at 7:15 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.  Video

 

Present – Chairperson Moran, Councilors, Araujo, Barry, Kallman, Mercer, Rudd, Vasquez, Vitali and Wildenhain.

 

Absent – 0.

 

Chairperson Moran presides.

Also speaking Sonia Och, 7 Lenox Street, Beverly, MA.

 

Ms. Och took over the license two years ago. She sold the business to Mr. Noriaga.

 

Mr. Noriega owns Emily’s Restaurant in Johnston.

 

The hours will be 9:00 a.m. to 10:00 p.m., Monday thru Saturday and 9:00 a.m. to 6:00 p.m. on Sundays.

 

He will have three employees.

 

This is his first time owning a liquor store. There will be no changes in operation.

 

There are no other speakers.

 

The hearing is closed.

Upon motion made by Councilor Rudd, seconded by Councilors Araujo, Barry and Wildenhain, the following communication is READ AND ORDERED FILED.

 

Communication from Captain David Holden, Pawtucket Police Department, to Pawtucket Board of License Commissioners. (Incidents at 20/20 Hookah Lounge, 584 Smithfield Avenue)

 

THE CHAIR RECOGNIZES COUNCILOR RUDD.

 

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilors Barry and Kallman, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to issue a summons to 20/20 Hookah Lounge (COLM123 LLC) 584 Smithfield Avenue, to appear at a FORMAL HEARING on Wednesday, March 11, 2020, for the following reasons:

 

  1. On or about February 9, 2020: Operating after hours. (see attached police letter) (Violation of R.I. Gen. Laws 3-7-7, Pawtucket Ordinance 108-18 and Rule 18 of Liquor Control Administration)

 

  1. Improper operation and management of the licensed premises and/or change of ownership of license holder or change of trade/fictitious name of license holder without Board of License Commissioners approval.

 

 

THE CHAIR RECOGNIZES COUNCILO RUDD.

 

With majority consent of the Council, the following motion made by Councilor Rudd, seconded by Councilors Barry and Wildenhain, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to send a communication to Captain Holden, Pawtucket Police Department, to check the 20/20 Hookah Lounge on Thursdays, Fridays, and Saturdays at closing time.
