A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 9, 2019, at 7:02 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – Chairperson Moran, Councilors Araujo, Barry, Kallman, Mercer, Russ, Vitali, Wildenhain
Absent – Councilor Vasquez.
Chairperson Moran presides.
The reading of the records of September 25, 2019 is dispensed with and the records are APPROVED as prepared by the Clerk.

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

Caribbean Delights (The Hummingbird Syndicate Inc.) 250 Main Street, LIC#14128® 
Speaking in favor are Norvel Ferguson and Claudia Castellanos, 59 Sumner Street, Pawtucket, RI, applicants.
Upon questioning from Councilor Barry, Mr. Ferguson explains that this will be a juice bar and will serve cultural food. Currently the plan is to have alcohol on Sundays. He will be offering catering, as well.
He states that the hours will be 12:00 p.m. until about 10:00 p.m.
He expects the restaurant to serve about 5-20 people with a maximum of 50 people.
Also speaking in favor is Leslie Moore, property owner of 250 Main Street.
She states that she is excited about this business being part of the Grant building.
She states that one challenge that she has experienced is trying to provide music or entertainment without having a liquor license.
She states that an entertainment license is allowed as part of a liquor license, but is difficult without having a liquor license.
Councilor Barry asks the clerk for information regarding entertainment.
Deputy Clerk Hardy states that under State Law an entertainment license is something that is issued on a yearly basis for establishments with a liquor license. Entertainment at other establishments is handled by a special event license on a case by case basis.
Councilor Mercer tells Ms. Moore that the Ordinance Committee will look into this matter further.
