Pawtucket Board of License Commissioners

A regular session of the Pawtucket Board of License Commissioners is held Monday, November 18, 2019, at 6:58 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – Chairperson Moran, Councilors Araujo, Barry, Mercer, Vasquez, Vitali and Wildenhain.
Absent – Councilors Kallman and Rudd.
Chairperson Moran presides.
The reading of the records of November 6, 2019 is dispensed with and the records are APPROVED as prepared by the Clerk.

Upon motion made by Councilor Mercer, seconded by Councilor Araujo, the agenda is amended to include the following claim, on a unanimous voice vote:
Communication from Sinapi Law Associates, Ltd., to the Pawtucket Board of License Commissioners, objecting to the transfer of Class A Liquor License of Pawtucket Wine & Spirits (Chhem & Phul LLC) to Pawtucket Wine & Spirits (City Boy LLC) 380 Cottage Street, in the amount of $16,072.42 for Rhode Island Distributing and $1,854.84 for Horizon Beverages.
Upon motion made by Councilor Mercer, seconded by Councilor Araujo, the following communication is READ AND ORDERED FILED.

Speaking in favor is Nicholas Hemond, 1 Turks Head Place, Providence, RI, attorney for applicant.
Also present is George Kollie, 67 Red Brook Lane, West Warwick, RI, applicant.
Mr. Hemond states that Mr. Kollie is the sole owner of City Boy LLC.
Mr. Hemond states that all claims will be paid.
This is his first business for Mr. Kollie in the alcoholic beverages business. He has other business experience, including a clothing store in Providence.
Mr. Kollie has been in training with his friend who owns a liquor store in Providence.
Mr. Kollie is tips certified. He will have two to three employees.

Speaking in favor is Michael Arena, 5 Red Oak Drive, Cranston, RI, applicant.
Also speaking in favor is John Savage, 136 Transit Street, Providence, RI., property owner.
Mr. Arena has been in this business over 30 years.
Mr. Savage owns the mill; he renovated diner. He asked Mr. Arena to run it.
The diner will be open at 6:00 a.m. to 9:00 p.m. mostly and possibly until10:00 p.m. on Fridays.
He will serve diner food up front and will have a bar in the back room.
There will be up to 20 employees.
Capacity is 112.
Mr. Arena owns Amanda’s Kitchen.
Mr. Savage checked out Mr. Arena’s other businesses before asking him to run this one.

It will be a neighborhood Bar & Grill. He let other pub owners know of his plans.
He will open the deck.
He will have big sandwiches at Pawtucket prices.
He hopes to open in December.
