A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 06, 2019, at 6:55 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 
Present – Chairperson Moran, Councilors Araujo, Barry, Kallman, Mercer, Rudd, Tetreault, Vitali and Wildenhain.
Absent – 0.
Chairperson Moran presides.
The reading of the records of January 23, 2019 is dispensed with and the records are APPROVED as prepared by the Clerk.

Petition of Pawtucket Red Sox for license to conduct a Carnival by Rockwell Amusement & Promotions, in the parking lot at McCoy Stadium, 2 Columbus Avenue, on June 12, 13, 14, 2019, from 6:00 p.m. to 10:00 p.m.; June 15, 2019, from 2:00 p.m. to 10:00 p.m., and June 16, 2019, from 1:00 pm to 9:00 p.m. LIC# 13670 (Portion of the proceeds to benefit the Darlington Braves Football and Cheerleading Program)
Speaking in favor is Hannah Butler, 1 Columbus Avenue, Pawtucket, RI, representing the Pawsox.
Also present is Carmella White, 10 Red Oak Drive, Johnston, RI, representing Rockwell Amusements.
Ms. White states that the carnival will be the same as last year.
She stated that the carnival ended at 9:00 p.m. on Sunday last year.
Councilor Barry asks if it could be closed earlier this year on Sunday.
Ms. White asks if 8:00 p.m. is early enough.
Councilor Barry wants it closed earlier.
Ms. White states that it will be closed at 7:00 p.m.
There are no other speakers.

Upon motion made by Councilor Mercer, seconded by Councilor Barry, the following petition is APPROVED with the following amendment on a unanimous voice vote:

Communication from Sinapi Law Associates, Ltd., to the Pawtucket Board of License Commissioners, objecting to the transfer of Class A Liquor License of Murphy’s Liquors (Try Dy LLC) to Murphy’s Liquors (SAPRE, LLC) in the amount of $12,918.91 for Horizon Beverage.
Upon motion made by Councilor Mercer, seconded by Councilor Barry, the following communications are READ AND ORDERED FILED:

Speaking in favor is Rady Lim, 298 Pawtucket Avenue, Pawtucket, RI, the applicant.
Also present is Michael Horan, 393 Armistice Boulevard, Pawtucket, RI, Attorney for the applicant.
Mr. Horan states that Mr. Lim was the prior owner. He transferred the license to his niece.
Now the niece is transferring it back to Mr. Lim.
Councilor Araujo notes that patrons often park their cars park across the street where parking is not allowed. It makes it difficult to negotiate the street. He asks Mr. Lim to tell his patrons not to park there.
There are no other speakers.

With majority consent of the Council, the following motion made by Councilor Araujo, seconded by Councilors Barry and Mercer, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Mike Burns, Public Works, Traffic Division, requesting that Mr. Burns put up a couple of “No Parking-Strictly Enforced” signs on Pawtucket Avenue, across the street from Murphy’s Liquors, 298 Pawtucket Avenue.
