A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 20, 2018, at 7:20 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – Chairperson Moran, Councilors Barry, Kallman, Mercer, Rudd, Tetreault and Wildenhain.

Absent – Councilor Vitali.

Chairperson Moran presides.

The reading of the records of June 6, 2018 is dispensed with and the records are APPROVED as prepared by the Clerk.

Petition of Artist Living in an Extraterrestrial Nation, LLC for a license to conduct concert/show at Pawtucket Armory, 172 Exchange Street, on Friday, July 20, 2018, from 6:00 p.m. to 11:00 p.m. LIC#13370

Speaking on behalf of the application is Ben Moliere.

Mr. Moliere states that they want to have a concert for 1,500 - 2,000 people at the Armory, depending on the capacity of the building. It will be for people ages 14-30. There will be local artists, possibly hip-hop, alcohol, no food, apparel for sale. They are looking for a licensed caterer. They have spoken to the police department about detail officers. The number of officers required will depend on whether this is an all ages event or an over-21 event. The will also have other security there.

The Council has concerns about the number of people, the age range and the need for more information.

THE CHAIR RECOGNIZES COUNCILOR MERCER.

Upon motion made by Councilor Mercer, seconded by Councilor Rudd, the following application is POSTPONED and the applicant is requested to submit a formal plan and appear at the July 11, 2018 meeting on a voice vote.

Councilor Wildenhain votes no.

Councilor Kallman asked about the hours of the business.

Ms. Mao states that the hours will be the same. There will be two employees, her dad and her uncle. She will have two months training.

Upon questioning from Councilor Barry, Ms. Mao states that she is aware that there were problems in the past with selling of alcohol to minors.

Councilor Barry states that there has never been a complaint regarding Rocks Bar. He wishes the applicant good luck.

Councilor Rudd states that there is a lot of issues in Providence with that type of a business, so he does not want to authorize entertainment at this time.

He will allow them to try of hookah.

Councilor Rudd asks the City Clerk’s Office to follow up with the Division of Taxation to ensure that this 51% rule is being checked by Taxation.
