A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 19, 2016, at 6:52 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

Present – Chairperson Moran, Councilors Barry, Bray, Cano, Hodge, Mercer, Rudd, Tetreault and Wildenhain.

Absent – 0

Chairperson Moran presides.

The reading of the records of October 5 and October 11, 2016 is dispensed with and the records are APPROVED as prepared by the Clerk.

Petition of Pawtucket Red Sox Baseball Club, LLC., to conduct Fireworks Display Illumination Shows in McCoy Stadium, on April 29, May 13, 27, June 10, 17, July 1, 2, 3, 8, 22, August 12, 26, 2017, LIC#11966

Speaking in favor are Dan Rea and Mike Tamburro, 1 Ben Mondor Way, Pawtucket, RI, representing the Pawtucket Red Sox.

Mr. Rea states that they are requesting one additional date over last year.

He states that fireworks are one of their most popular attractions.

He wants to get people in the ballpark.

Mr. Tamburro states that if neighbors have any problems, the PAWSOX will work to correct them. They want to be good corporate neighbors.

Mr. Rea states that they want to have the fireworks on every Saturday when there is a home game to provide more consistency and regularity.

Mr. Rea states that last year, if they couldn’t do the display due to the weather, they did not reschedule the fireworks.

Speaking in favor is David Lithgoe, 88 Lake Street, Pawtucket, RI.

Mr. Lithgoe wants to encourage the Council to support the PAWSOX. It is good to bring people into city. He wants to keep THE PAWSOX here.

He has had no problems with fireworks displays.

He would be OK with it if the PAWSOX wanted to have concerts.

Speaking in favor is Kathleen Davenport, 24 Chestnut Street, Pawtucket, RI.

Ms. Davenport enjoys the PAWSOX games and shows.

She worked for the PAWSOX; it is a great organization.

Fireworks are a great extra for the fans.

She states that is good to know that the fireworks will be on Saturdays, so people can plan for them.

Speaking in favor is Alejandro Arteaga, 55 Bacon Street, Pawtucket, RI.

He is asking the City Council to support the PAWSOX.

Mr. Arteaga states that the PAWSOX helps his business. It is good to bring people to the city.

He believes that fireworks are low impact on the city except around the 3^rd of July, and people are gone within an hour.

Speaking in favor is Robert Wheeler, 955 Central Avenue, Pawtucket, RI, applicant.

Mr. Wheeler states that his kennel will be in the same location as a former kennel.

He will have dog daycare and grooming, etc. He will have room to exercise dogs.

The hours will be 7:00 a.m. to 7:00 p.m.

He will comply with Zoning requirements.

The cap is 50 dogs during the day and 30 at night. Someone will be there at all times.

He will be doing renovations to the building. The main entrance will be on Columbus Avenue.

The place will look like a restaurant, not a bar.

He will have an outdoor patio.

Also speaking are Benjamin and Barbara Mer, 40 Carriage Drive, Lincoln, RI.

Mr. Mer States that he owns two multifamily homes next door.

He did not have good experience with the Indian Lounge and Triple PPP. There was noise, bottles, litter, drunks, problems with the fence and the grass was not cut.

He also is concern about the outdoor patio and entertainment.

With majority consent of the Board, the following motion made by Councilor Hodge, seconded by Councilor Barry, is PASSED on a unanimous voice vote:

The Clerk is instructed to send a communication to Pawtucket Amory Arts Center, regarding public events happening at the Pawtucket Armory without the required license from the city council. The council is requesting that he speak to the people regarding the licensing requirements when they contact him about using the armory and to ask them to contact the City Clerk’s Office regarding licensing.
