A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 23, 2013, at 6:46 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – Chairperson Moran, Councilors Barros, Hodge, Mercer, Vitali and Wildenhain.

 

Absent – Councilors Barry, Rudd and Tetreault.

 

Chairperson Moran presides.

 

 

The reading of the records of October 09, 2013 is dispensed with and the records are APPROVED as prepared by the Clerk.

Speaking in favor are Jose F. Goncalves and Daniel Gomes, applicants, 200 Mineral Spring Avenue, Pawtucket, RI.

 

Mr. Gomes states that there will be Portuguese and Cape Verdean food. The hours will be 12:00 p.m. to 10:00 or 11:00 pm. The employees will be TIPS certified.

 

He states that he has several other restaurants in Rhode Island.

 

Speaking in favor is Olavo B. Amado, 44 Rosemere Drive, East Providence, RI.

 

Mr. Amado states that he has known Mr. Gomes for over 40 years. He states that Mr. Gomes always serves good quality food and the kitchen is always clean.

 

Speaking in favor is Arthur S. Croce, 20 Palmer Avenue, Cranston, RI.

 

Mr. Croce states that he runs the property across the street. He wants to know the hours of operation. Also, he asks about the capacity.

 

Mr. Gomes states that the capacity is 50 people.

 

Mr. Croce believes that they will be good neighbors.

 

He has no objections.

Speaking in favor is Marc Gertsacou, Attorney for applicant, 144 Meadway Street, Providence, RI. Also present is the applicant, Laura Suarez, 1208 Park Avenue, Cranston, RI.

 

Mr. Gertsacou states that the building is in the backside of the Kelaway building.

 

He states that renovations are underway.

 

There will be a restaurant and banquet hall. The hours will be 12:00 p.m. to 10:00 p.m.  On weekends, there will be catered events until 1:00 a.m.

 

The parking lot will accommodate 146 spaces.

 

Speaking in favor is Ron Werks, 461 Main Street, Pawtucket, RI.

 

Mr. Werks states that the space was previously approved for the Blackstone.

 

He states that there are 120 public parking spots across the street in addition to 146 on the side. The capacity is 200-250 persons. The space is 4,000 square feet.

 

They will have bands and DJ.

 

Ms. Suarez states that she is moving from Cranston. She has been there for seven years. There are four employees; she will have more employees at the catered events.

 

There will be Mexican food.

 

There are no other speakers.

THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.

 

With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilors Hodge, Mercer and Rudd, is PASSED on a unanimous voice vote:

 

The Clerk is instructed to issue a summons to Adelina Production Inc., d/b/a Nova Churrasqueira Restaurant, 434 Broadway, to appear at a FORMAL HEARING on Wednesday, November 6, 2013, for the following reasons:

 

1.  On or about September 1, 2013, September 29, 2013 and October 6, 2013:  Violation of the following stipulation placed on your liquor license:

 

Must have police detail officer on any day or night they have entertainment

 

2.  On or about September 1, 2013, September 29, 2013 and October 6, 2013:  Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state to be violated in the neighborhood.
