A regular session of the Pawtucket Board of License Commissioners is held Wednesday, May 8, 2013, at 7:55 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Moran, Councilors Barros, Barry, Mercer, Rudd, Tetreault, Vitali and Wildenhain.
Absent – Councilor Hodge.
Chairperson Moran presides.

Speaking in favor is Robert Thibeault, 1044 Lonsdale Avenue, Central Falls, RI and Kenneth L. Clauson, 2500 Division Road, East Greenwich, RI, applicants.
Mr. Thibeault states that he is renovating the property, with a new roof and cleaning the inside of the building.
He states that the Latinos asked him to reopen the club.
Mr. Thibeault states that the Regal Reptile was supposed to buy the property, but they left after 6 months and the property was sold at auction. Mr. Thibeault bought it back.
He states that the new business will be a Latino club. It will be a nightclub with DJ’s and other entertainment, with a capacity of about 300 patrons. There will be between 12-15 employees, including bouncers, 4-5 bartenders, waitresses and a hat check person. Gregory Negron will be the assistant manager. He worked at Tierra Restaurant.
There will be a full kitchen, but it won’t be a restaurant. The hours will be Monday through Friday 6:00 p.m. to 1:00 a.m., Saturday and Sunday 3:00 p.m. to 1:00 am.
Mr. Thibeault doesn’t remember how many times the police were at the establishment when it was open previously; he only had one bad incident. He ran a place in Woonsocket for 28 years with no problems.
Mr. Clauson states that he worked in clubs for 40 years, including Club Gallery in Providence, which he managed for 6 years.
Mr. Thibeault states that there will be more supervision; there will be more bouncers than last time. If he must use police details, it will take away jobs from bouncers.
Speaking in opposition is Ann Helpran, 246 Middle Street, Pawtucket, RI.
Ms. Helpran owns 246 and 254 Middle Street. She states that there were lots of problems in the past, especially at night when the bar closed. That hurts property values in the neighborhood.

Mr. Helpran states that there were numerous police incidents in the past; there were fights every night. There was no kitchen inside. The lot was not paved, there was not enough parking and there was too much noise in the back.
Speaking in opposition is Gina Pacheco, 220 Middle Street, Pawtucket, RI.
Ms. Pacheco states that the last time the business was open, the kitchen was a grill in the parking lot. There was insufficient parking on Middle Street. She dealt with urination, broken bottles and trash.
She states that Mr. Thibeault does not bring in good people and is an absentee landlord.
Speaking in opposition is Anildo Silva, 43 Japonica Street, Pawtucket, RI.
Mr. Silva states that he got the license in 2007, but the building went for foreclosure. There was no kitchen.
Speaking in opposition is Ray Lacourse, 260 Middle Street, Pawtucket, RI.
Mr. Lacourse states that he has had a commercial property there since 1966. He states that Mr. Thibeault’s lot holds 20-24 cars and the street holds seven. The rest of the cars parked in his lot.
Speaking in opposition is Remily Vaslet, 24 Robler Drive, Pawtucket, RI.
She owns a house a half block away. She states that Robler Drive is a small one-way street. She states that people parked in her driveway. There was a trash problem.
Speaking in opposition is Kevin Kazarian, 18 Robler Drive, Pawtucket, RI.
Mr. Kazarian states that the house has been in his family since 1963. There were problems with parking, trash, people drinking, urinating outside and people parking in front of his driveway.
Mr. Thibeault states the trash was not from his place; people used his dumpster.
He states that he has run clubs really well for 45 years.
