A regular session of the Pawtucket Board of License Commissioners is held Wednesday, April 24, 2013, at 7:08 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.

 

Present – Chairperson Moran, Councilors Barros, Barry, Hodge, Mercer, Rudd, Tetreault, Vitali and Wildenhain.

 

Absent – 0.

5. All work will be done inside facility and only during the hours of operation.

6. The dumpsters will be covered and locked at the end of each day.

 


THE CHAIR RECOGNIZES COUNCILOR MERCER.

 

Upon motion made by Councilor Mercer, seconded by Councilors Vitali, Barros and Barry, the following license is APPROVED with the following REVISED STIPULATIONS, on a unanimous voice vote:

REVISED STIPULATIONS 4/24/2013

1. The north side of the building must be kept clean at all times.

2. All radios shall be turned off while cars are waiting to be serviced.

3. Workers shall take all work breaks on the south side of the building, so as not to disturb neighbors. This shall include all smoking breaks, eating breaks and all times in which employees congregate outside.

4. All manner of automotive work shall be done inside facility, and only during hours of operation, with the exception of fuel injection cleaning service. Such cleaning service shall be performed ONLY outside at the extreme south property line.

5. Any automotive work performed on non-customer (i.e. employee-owned) vehicles shall be performed on the south side of the building and all employee vehicles shall be parked on the south side of the building.

6. The dumpsters shall be covered and locked at the end of each day.

7. All employees shall be informed of the above directives and notice of the above directives shall be posted in a conspicuous location accessible to all employees.

 

In addition to the stipulations listed above, the license holders, within two months of issuance of this license, shall provide information to the Board of License Commissioners on how other Jiffy Lubes located in close proximity to residential dwellings have handled the operation of fuel injection service. The license holder shall also provide information to the Board regarding the type of state regulatory control there is, if any for this particular service.

Speaking in favor is applicant William K. Quinn, 981 Central Avenue, Pawtucket, RI.

 

Mr. Quinn states that they will be open 7 days each week from 11:00 am to 1:00 am. It will be a bar with a limited food menu.

 

The establishment will have entertainment – DJ, a 2 man band, karaoke, etc.

 

Mr. Quinn states that the establishment holds 47 people.

 

He states that he has never run a similar business, but he worked at a country club. He states that he owns a painting business.


All employees are TIPS certified.

 

There will be 18 parking spaces across the street

 

There will be no structural changes to the building.

 

There are no other speakers.

Mr. Guerrera-Pena states that the food will be a combination of American and Latin cuisine.

 

He states that he had a restaurant in Providence.

 

There will be entertainment, mostly D.J’s.

 

There will be 14 employees, they are all TIPS certified.

 

The hours will be Tuesday thru Wednesday, 5:00 pm to 12:00 am; Thursdays 11:30 am to 12 am; Fridays and Saturdays from 11:30 am until 1:00 am., and on Sundays they will be open for brunch and will be open until 12:00 midnight.

 

There are no other speakers.

Pisano, Esq., to the Pawtucket Board of License Commissioners, objecting to the transfer of the Class B (Victualer) liquor license of Paisanos Restaurant Lounge Inc., d/b/a Tierra Restaurant & Lounge to Colom Inc., d/b/a Tierra Restaurant & Lounge, 17 Exchange Street, in the total amount of $323.95.

 

Upon motion made by Councilor Rudd, seconded by Councilor Barry, the following communication is READ AND ORDERED FILED:
