A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 10, 2012, at 6:56 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – Chairperson Moran, Councilors Barros, Chadwick, Hodge, O’Neill, Tetreault, Wildenhain and Vitali.

 

Absent – Councilor Barry

 

Chairperson Moran presides.

 

 

The reading of the records of September 19 and October 2, 2012 is dispensed with and the records are APPROVED as prepared by the Clerk.

 

 

 

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

 

CLASS A – transfer of location

 

Chhem & Phul LLC d/b/a Pawtucket Wine & Spirits, 562 Broadway, Unit 556 (transfer of location from a “pending new location” status) LIC#8463

 

Present representing the license holder is Lina Chhem, 2 West Butterfly Way, Lincoln, RI, license holder.

 

Ms. Chhem states that she has been in business for ten years. The hours will be Monday thru Saturday from 10:00 a.m. to 10:00 p.m. and on Sunday 12:00 pm to 6:00 pm.  Everyone is TIPS certified. The property owner will maintain the property.

 

Speaking in opposition is Casimiro Oliveira, 70 Lilac Street, Pawtucket, RI.

 

Mr. Oliveira states that he lives next to the store location. He states that there have been problems with the prior store, including noise, drinking in the cars, breaking bottles in his yard and people urinating in his yard. 

 

Mr. Oliveira states that he lived there for 28 years and the liquor store was there for 20 years.

 

Speaking in opposition is Maria Pintado, 64 Lilac Street, Pawtucket, RI.

 

Ms. Pintado states that she lives two houses from the store.  She has four kids. She walks by the store to the laundry and bus stop.

 

She states that there is a problem with the liquor store on the other side, including drunken drivers and public drinking.

 

Ms. Pintado states that they don’t need another liquor store in this area; there are two there already.

 

Speaking in favor is Costas Perdikakis, 126 Beechwood Drive, Cranston, RI.

 

Mr. Perdikakis states that he is the owner of the building. He has had opportunities to rent to other stores. He will keep up the property. The building is fully alarmed and has video cameras.

 

Speaking in favor is Sy Phul, 9 Suzette Circle, Millville, Mass.

 

Mr. Phul owns the Fairlawn Liquor store. He is the brother of the applicant.

 

He states that she is a good worker and there were no problems when she ran Beano’s.

 

There are no other speakers.  The Public Hearing is closed.

 

THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.

 

Upon motion made by Councilor Wildenhain, seconded by Councilor Barros, the following license is APPROVED on a unanimous voice vote:

THE FOLLOWING COMMUNICATION, WHICH WAS LAID ON THE TABLE AT THE MEETING HELD SEPTEMBER 19, 2012, IS AGAIN TAKEN UP AND IS TAKEN UNDER ADVISEMENT ON A UNANIMOUS VOICE VOTE:

 

Communication from Manny DaCosta, President of Rosa’s Sunshine Lounge, Ltd., d/b/a S Curve Pub, 110 School Street, requesting permission to serve food and alcoholic beverages, and have a DJ with Karaoke, outside at 110 School Street, on Saturday, October 6, 2012 from 2:00 pm until 5:00 pm.

 

STIPULATIONS PRESENTED:

1.  Plastic Cups to be used.

Petition of Blessed Pope John Paul II Parish, to sell beer and wine at a Parish Dinner at 750 Central Avenue on Sunday, October 21, 2011 from 1:00 p.m. to 6:00 p.m., LIC#8485

 

Petition of St. Edward’s Church, to serve beer and wine at a Holiday Bazaar at 396 Weeden Street, on Saturday, November 3, and Sunday, November 4, 2012, from 9:00 a.m. to 6:00 p.m. LIC#8492

 

 

 

Upon motion made by Councilor Hodge, seconded by Councilor Chadwick, the meeting is adjourned at 7:17 p.m.
