Pawtucket Board of License Commissioners

A regular session of the Pawtucket Board of License Commissioners is held Wednesday, September 7, 2011, at 7:12 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Moran, Councilors Barry, Chadwick, Hodge, O’Neill, Tetreault, Vitali and Wildenhain.
Absent – Councilor Barros.
Chairperson Moran presides.
The reading of the records of August 24, 2011 is dispensed with and the records are APPROVED as prepared by the Clerk.
A public hearing, which was advertised for this time, is held on the following application for license:
CLASS BV (Victualer) transfer –
Allis Inc., d/b/a Big Al’s Sports Bar (transfer from Benefit Street Pub Inc., d/b/a Benefit Street Pub) 433 Benefit St. LIC#7423
PREVIOUS STIPULATIONS:
1. Front Door to be kept closed at all times.
2. Sunday closing hours shall be 12 Midnight - except on a long weekend; i.e. Labor Day, Memorial Day, and Columbus Day - shall be allowed to remain open until 1 a.m.
Speaking in favor is Allen Stilkey, PO Box 164, Douglas, MA, applicant. Also present is Mark Welch, Esq., 141 Power Road, Pawtucket, RI, attorney for the applicant.
Mr. Stilkey states that there will be no changes to the operation of the business. The hours of operation will be the same. There will be minor cosmetic renovations. They will serve pub style food and sandwiches. He and his wife will run it. They may have a third employee.
To increase business, there will be more pool teams brought in, with eight people per team. He will also have a dart league.
Mr. Stilkey states that he has worked in two other bars, which he has owned.
Mr. Stilkey states that they can use the muffler shop next door for parking after hours.
There are no other speakers. The Public Hearing is closed.
THE CHAIR RECOGNIZES COUNCILOR HODGE.
Upon motion made by Councilor Hodge, seconded by Councilor Wildenhain, the following license is APPROVED with the following stipulation (the second stipulation is removed):

Communication from Major Bruce Moreau, Pawtucket Police Department, to Pawtucket City Council. (Howard Rogers Post, 25 McCallum Avenue, regarding stipulation) is READ AND ORDERED FILED.
Communication from Ernest Carosi, Commander of Howard‑Rogers Holding Corporation Inc., 25 McCallum Avenue, requesting amendment of a stipulation:

Police Detail Officer shall be required at all events with over 100 people. is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR CHADWICK.
Upon motion made by Councilor Chadwick, seconded by Councilor Hodge, the Board APPROVES the amendment to the stipulation for the Howard Rogers Holding Corporation Inc. d/b/a the Howard Rogers Post, 25 McCallum Avenue, as follows:

Communication from Major Bruce Moreau, Pawtucket Police Department, to Pawtucket City Council. (Sale of Alcohol to Underage Persons – Pho Horns, 50 Ann Mary Street) is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR CHADWICK.
Upon motion made by Councilor Chadwick, seconded by Councilor Barry, the Clerk is instructed to summons Pho Horns, 50 Ann Mary Street, to an INFORMAL HEARING on September 21, 2011 regarding the sale of alcohol to minors.
