A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 9, 2011, at 7:21 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Moran, Councilors Barros, Barry, Chadwick, Hodge, O’Neill, Tetreault, Vitali and Wildenhain.
Absent – 0.
Chairperson Moran presides.
The reading of the records of January 19, 2011 is dispensed with and the records are APPROVED as prepared by the Clerk.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

Speaking in favor is Joseph Sciacca, Esq., 121 Phoenix Avenue, Cranston, RI, attorney representing the applicant. Also present is the applicant’s mother Omayma Abdalla, 1173 Mineral Spring Avenue, North Providence, RI.
Mr. Sciacca states that they would like to amend the d/b/a name on this application to “Amy’s Restaurant & Grill.” There will be no smoking at the restaurant. It will be a family restaurant with alcohol.
The opening time will remain the same. They will close Monday, Tuesday, and Wednesday by 10:00 p.m. and Thursday, Friday, and Saturday by 1:00 a.m., and Sunday by 12:00 midnight. They may close earlier if business is slow.
The seating capacity is 50 people per the fire department. They will maintain the bakery and other items currently sold there. All the employees will be TIPS certified.
Speaking in opposition is Gil Blais, 43 Whittier Road, Pawtucket, RI.
Mr. Blais states that there is no parking there and he doesn’t want another liquor establishment in the neighborhood.
Speaking in opposition is Madeleine Furtado, 1 Adams Circle, Rehoboth, MA.
Ms. Furtado states that she owns a business in the area with a liquor license. She opposes another liquor establishment in the area. She feels it is saturated enough. It would devalue her license and hurt her business. She also opposes the smoking.

Upon motion made by Councilor Wildenhain, seconded by Councilor Barry, the Public Hearing is CONTINUED until the February 23, 2011 meeting and the following application for license is LAID ON THE TABLE, on a unanimous voice vote:

J. Lee’s and Mingo’s Entertainment Inc., d/b/a Jay-L Mingo’s Sports Bar and Grille (transfer from 10,000 Hours Inc., d/b/a TKS Tavern) 602 Smithfield Ave., LIC#6205
Speaking in favor is Alfred Russo, Esq., 1405 Plainfield Street, Johnston, RI, attorney representing the applicant. Also present is Domingos Baptista, 447 Mineral Spring Avenue, Pawtucket, RI.
Mr. Russo states that Mr. Baptista would like to operate a sports bar. He would bring in 10-12 TV’s. He will use the same 5-6 employees. They are all TIPS Certified. He will have bands occasionally. The seating capacity is 149. He states that they are hoping to attract a middle-aged crowd. He states that Mr. Baptista has run a bar in Pawtucket for the past 23 years. This establishment would be in addition to his current bar.
Mr. Russo states that the parking plan can accommodate 31 spaces and there is street parking available, as well. There will be security when they have bands. The hours of operation will be 10:00 a.m. until 1:00 a.m. seven days a week.
Speaking in favor is Paul Audette, 595 Mineral Spring Avenue, Pawtucket, RI.
Mr. Audette states that Mr. Baptista has run a good establishment on Mineral Spring Avenue. There has never been any trouble there and he supports this new business venture.
