A regular session of the Pawtucket Board of License Commissioners is held Wednesday, August 10, 2011, at 7:06 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Moran, Councilors Barros, Barry, Chadwick, Hodge, O’Neill, Tetreault, Vitali and Wildenhain.
Absent – 0.
Chairperson Moran presides.
The reading of the records of July 20, 2011 is dispensed with and the records are APPROVED as prepared by the Clerk.
Communication from Attorney Ryan P. Kelley, Esq., Representing PLW-MA, Inc., d/b/a Blackstone Wine & Spirits, 275 Newport Avenue, to Pawtucket Board of License Commissioners. (Requesting permission to expand the premises) is READ AND ORDERED FILED.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

Representing the license holder is Attorney Ryan Kelley, 1168 Newport Avenue, Pawtucket, RI
Also, present is Craig Power, license holder, 94 Wendell Road, Warwick, RI.
Attorney Kelley apologizes for the construction being done before getting the City Council’s permission to expand the premises.
Mr. Power states that the added space will be for the beer cooler, which will take 90% of the space. The cooler is already installed. He also states that the lights in the front of the store will be on a timer.
Mr. Kelley states that the business is not operating at this location.
Mr. Power hopes to get the certificate of occupancy on the next day.
Speaking in favor is Michael Rollo, 93 Clarendon Avenue, Providence, RI
Mr. Rollo states that he has known the principals for years and they run a fine business. The condition of the building is a great improvement.

Upon motion made by Councilor O’Neill, seconded by Councilors Barry and Hodge, the following request for expansion is APPROVED on a majority voice vote:

Speaking in favor is Christina Pate, applicant, 227 London Avenue, Pawtucket, RI
Ms. Pate states that there will be a family style restaurant and pub where people can come and watch sports. She is not sure of the capacity. There is plenty of parking.
She states that they will clean the front of the building and may put a fence around the parking lot.
They will have sandwiches, soups, salads and appetizers.
Ms. Pate and Mr. Pate own Newport Pizzeria and have owned other restaurants.
The hours will be from 12:00 pm to 12:00 am weekdays and until 1:00 am on weekends. There will be no entertainment, just watching sports.
Speaking in favor is Michael Pate, 227 London Avenue, Pawtucket, RI
Mr. Pate states that the capacity will be just around 100. Fire Department capacity is 150.
He states that he will change the facade of the building. The building has been inspected by the fire department.
There will be 5 employees. There will be a kid’s menu. It will be like Greg’s and Chelo’s.
There will be no functions.
The lights will be on a timer.
They will police the area to make sure there are no bottles dumped outside.
They plan to be open in October.
Speaking in opposition is Diane Pullan, 78 Courtney Avenue, Pawtucket, RI
Mrs. Pullan states that she lives behind the restaurant. She is concerned about the sports pub and how it will impact the neighborhood. She is concerned about noise and smoking outside. She wants no exit onto Manton Avenue.

Upon motion made by Councilor O’Neill, seconded by Councilor Barros, the following license is APPROVED with the following stipulation, on a unanimous voice vote:

1. Place signs outside to direct traffic onto Newport Avenue and away from the neighborhood streets.
Communication from Luisa e Jose Ponceano, President of Holy Spirit Society of Saint Anthony’s Church to the Pawtucket City Council, requesting permission to serve alcoholic beverages outside in their parking lot at 27 Forest Avenue with live music, on Friday September 2, Saturday September 3, from 6:00 p.m. to 11:00 p.m. and on Sunday, September 4, from 6:00 p.m. to 10:00 p.m. is READ AND ORDERED FILED and THE REQUEST IS APPROVED ON A UNANIMOUS VOICE VOTE.
