A regular session of the Pawtucket Board of License Commissioners is held Wednesday, August 11, 2010, at 7:01 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Kinch, Councilors Barros, Barry, Chadwick, Hodge, Moran, Tetreault Vitali and Wildenhain.
Absent – 0.
Chairperson Kinch presides.
The reading of the records of July 21, 2010 is dispensed with and the records are approved as prepared by the Clerk.
CHIEF GEORGE L. KELLEY III, PAWTUCKET POLICE DEPARTMENT, ADDRESSES THE BOARD.
Chief Kelley states that he is concerned that restaurants are turning into nightclubs, especially after 9:30 p.m. He is concerned that most police units on the road after midnight have to be at the clubs, leaving other parts of the city unprotected. He is concerned with a new club coming into the Woodlawn area with a capacity of 600 people.
Chief Kelley does not want to see clubs being allowed to stay open until 2:00 a.m.
Chief Kelley is concerned that some club owners believe that their responsibility ends when patrons leave their establishment. He feels that they should be concerned about what happens after the patrons leave. He is looking for the support of the Board so that Pawtucket does not become a nightclub city like Providence.

Speaking in favor is Corrine Collins Gorman, 6 Springdale Avenue, North Providence, RI and Francis Booth, 11 Secluded Court, Cumberland, RI.
Councilor Chadwick states that he wants to see an end to what’s happening. He plans to keep the requirement for a detail officer on Saturdays when the license is renewed.
Ms. Gorman states that there have been only two disturbances since January. The first instance was when they had to shut a customer off and the doorman removed him. The second instance was when a customer threatened her and she called the police. There has been no underage drinking or staying open after hours. She states that they are trying to do right and have doormen four nights per week. Business is down 40% because they stopped the hip-hop music. They would like to keep the detail officer on Friday, but Saturday nights are dead.
Major Moreau states that Corina’s has one of the more challenging crowds. He states that they need someone to check the back door. There is a four-unit house back there and there have been fights.
There are no other speakers.

1. On or about June 10, 2010: Authorizing the sale or delivery to an underaged person for purposes of sale, possession or consumption of an alcoholic beverage on the license premises either for said underaged person’s own use or of any other person (Violation of R.I. Gen. Laws § 3-8-1).
2. On or about June 10, 2010: Failure to maintain control of patrons, agents or employees and/or permitting any of the laws of this state to be violated on the license premises (Violation of R.I. Gen. Laws § 3-5-23).
