A regular session of the Pawtucket Board of License Commissioners is held Tuesday, November 24, 2009, at 5:35 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Kinch, Councilors Barry, Chadwick, Hodge, Tetreault, Vitali and Wildenhain.
Absent – Councilors Barros and Moran.
Chairperson Kinch presides.
The reading of the records of November 4, 2009 is dispensed with and the records are approved as prepared by the Clerk.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:
CLASS A - Transfer of owner
Bela Vista Liquors, Inc., d/b/a Bela Vista Liquors, (transfer from Brava Liquor & Wines Inc., d/b/a Di Nos Wine & Spirits) 239 Prospect St.
COUNCILOR CHADWICK LEAVES THE CHAMBERS AT 5:37 P.M.
Speaking in favor is applicant Manuel Gomes, 1132 Church Street, St. Helena, CA
Mr. Gomes loves Pawtucket.
He plans no changes in running the establishment, or in the hours of operation.
He and his niece will run the store.
He will be splitting his time between Pawtucket, California and Cape Verde.
All of his employees will be TIPS certified.
There are no other speakers.

STIPULATIONS:
1. Police detail officer shall be required on each Friday from 9:00 p.m. through 1:00 a.m.
2. Police Detail Officer shall be required on each Saturday from 9:00 p.m. through 1:00 a.m. (This stipulation will last for six months beginning on November 28, 2009.)

1. Police Detail Officer shall be required at all events.
2. Door leading to the parking lot shall remain closed at all times when there is entertainment.
3. The parking lot shall be kept clean.
4. There shall be someone stationed in the parking lot to prevent loitering in the lot and in the surrounding area.
