A regular session of the Pawtucket Board of License Commissioners is held Wednesday, November 4, 2009, at 6:46 p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – Chairperson Kinch, Councilors Barros, Barry, Chadwick, Hodge, Moran, Tetreault and Vitali.

 

Absent – Councilor Wildenhain.

 

Chairperson Kinch presides.

 

 

The reading of the records of October 21, 2009 is dispensed with and the records are approved as prepared by the Clerk.

 

 

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

 

CLASS BV (Victualer) - Transfer of owner and location

 

Paisanos Restaurant and Lounge Inc., d/b/a Paisanos Restaurant and Lounge, (transfer from CV Island Inc., d/b/a Checkmate Grill & Lounge, 1 Garden Street) 17 Exchange St. LIC#5385

 

Speaking in favor is applicant William D’Amico, 1135 Charles Street, North Providence, RI

 

Mr. D’Amico purchased the building at 15-17 Exchange Street and plans to open a restaurant.

 

He is doing renovations and putting sprinklers in. There will be a new kitchen.

 

There will be a general manager. The kitchen and the bar will have their own managers. Mr. D’Amico has business experience but no restaurant experience.  The managers have restaurant experience.  There will be a chef from The Spain Restaurant to run the kitchen.

 

The restaurant will be open in February. 

 

All employees will be TIPS certified.

 

Speaking in favor is Peter Kilmartin, 393 Armistice Boulevard, Pawtucket, RI, attorney for the applicant.

 

Mr. Kilmartin presents a handout showing renovations, seating plan, parking plan and parking agreements.

 

The applicant is investing about $400,000 into this project.

 

It will be an upscale restaurant with Pawtucket prices.  It will be a place to bring the family.  It will have entertainment, which will be compatible with the neighborhood.  There will be soundproofing. The basement will have “Sweet 16” parties and the like.

 

There will be free valet parking.

 

The owner is working with artists in the downtown.

 

The capacity of the building is 390, but it will only have 120 people on the street level and 120 downstairs.

 

There are no other speakers.

THE FOLLOWING COMMUNICATION WAS LAID ON THE TABLE AT THE MEETINGS HELD SEPTEMBER 23 AND OCTOBER 7 AND 21, 2009, AND IS AGAIN TAKEN UP AND IS READ AND ORDERED FILED ON A UNANIMOUS VOICE VOTE:

 

Communication from Jarrod Ilkowitz, OPS Manager of Corinne’s Banquets, to Pawtucket City Council. (Regarding the police detail at 67 Garrity Street)

 

 

THE CHAIR RECOGNIZES COUNCILOR HODGE.

 

Upon motion made by Councilor Hodge, seconded by Councilor Barry, the following is APPROVED on a unanimous voice vote:

 

In conformity with Section 3-8-1 of the General laws of the State of Rhode Island, Class C liquor establishments are hereby entitled to be open on New Year’s Day, January 1, 2010.

 

 

THE CHAIR RECOGNIZES COUNCILOR HODGE.

 

Upon motion made by Councilor Hodge, seconded by Councilor Barry, the following is APPROVED on a unanimous voice vote:

 

In conformity with Chapter 242 of the Public Laws of Rhode Island, 1962, Class B liquor establishments are hereby entitled to remain open on New Year’s morning, January 1, 2010, until 3:00 a.m.  Alcoholic beverages CANNOT be sold after the usual closing hour of 1:00 a.m.

 

 

 

Upon motion made by Councilor Hodge, seconded by Councilor Moran, the meeting is adjourned at 7:23 p.m.
