A regular session of the Pawtucket Board of License Commissioners is held Wednesday, June 11, 2008, at 6:45 p.m. in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Councilors Barry, Chadwick, Grebien, Hodge, Kinch, Moran and Wildenhain.
Absent – Chairperson Bray; Councilors Carr.
Vice Chairperson Hodge presides.
The reading of the records of May 21, 2008 is dispensed with and the records are approved as prepared by the Clerk.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:
CLASS B (Victualer) – Transfer
J & K Restaurant, Inc., d/b/a Rosa’s Kitchen, (transfer from M & S Barbosa Tavern Inc., d/b/a Charlie’s Tavern, 185 Dexter Street) 757 Main Street, LIC#4939
Upon motion made by Councilor Barry, seconded by Councilor Wildenhain, this hearing is recessed until Councilor Bray and the applicants are available.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

Speaking in favor is Jodi Gladstone, Esq., 225 Broadway, Providence, RI, attorney representing the applicant, Rosa Almeida, 177 Moran Avenue, East Providence, RI, who is also present.
Ms. Gladstone states that her client is requesting this liquor license for a restaurant and function hall. She would also like to have an entertainment license.
COUNCILOR BRAY ARRIVES AT 6:50 P.M.
Ms. Gladstone states that Ms. Almeida would like to provide a function hall for weddings, serving food, and supplying bands. Ms. Almeida has invested $150,000 into this establishment and has 20 years experience.
Councilor Bray states that she has spoken with Ms. Almeida and has confirmed that all employees will be TIPS certified,
Ms. Almeida states that she would like to have a restaurant and banquet hall to accommodate the Cape Verdean community. She states that Pawtucket has a large Cape Verdean community and needs a place like this.
She states that the restaurant hours of operation will be from 11:00 a.m. until 10:00 p.m. with a maximum capacity of 80 people. She states all employees will be TIPS certified and she will be present every day.
The next speaker in favor is Ron Werks, owner of Hope Artiste Village.
Mr. Werks states that this license should be corrected to reflect the correct address of 999 Main Street as determined by the Fire Marshall.
Mr. Werks states that this is a mixed use building in a commercial general zone. There are retail establishments, office space, and other restaurants. Mr. Werks feels that this license is a good fit for their building and feels that Ms. Almeida is benefiting her community.

Speaking in favor is applicant, Bruce Ream, 150 Thompson Hill Road, North Grosvenordale, CT.
Mr. Ream states that he would like to establish a music venue, modeled after NY. This establishment would be decimal friendly and mostly acoustic.
Mr. Ream states that the stage will be an adjustable stage that would be able to extend into the café portion of the facility if needed. He states that the total occupancy will be approximately 260. There will be small food service in the café portion. He states that this will not be a dinner venue, but a performance based café for local artists, singers, songwriters.
Councilor Bray asks what the hours of operation will be.
Mr. Ream states that the hours will be from 5:00 p.m. until 1:00 a.m. with the last performance ending at 12:00-12:15 a.m.
He states that all employees will be TIPS certified and that he will be there regularly but his son will operate the establishment and be present most of the time.
The next speaker in favor is Ron Werks, owner of Hope Artiste Village.
Mr. Werks states that this establishment may also be open on the weekends or earlier in the afternoon for matinee’s.
Councilor Bray states that this space may also be used by different community groups or school groups during the day.
Mr. Werks states that there is plenty of parking available. There are 580 parking spaces total and they have over 1 to 1 parking for the apartments. There is also the possibility of a parking garage someday.

Communication from Jose Galvao, President of Fidjos DiDjabraba, to Pawtucket Board of License Commissioners, requesting permission to serve alcoholic beverages in the parking lot of Fidjos DiDjabraba, 682 Roosevelt Avenue, at the annual St. John’s Festival to be held on Sunday, June 22, 2008 from 5:00 pm until 9:30 pm., is READ AND ORDERED FILED AND THE REQUEST IS APPROVED WITH THE FOLLOWING STIPULATIONS, on a unanimous voice vote.

Communication from Michael Naughton, President, Galway Bay, LLC d/b/a Galway Bay Irish Pub, to the Honorable Members of the Pawtucket City Council, requesting permission to serve food and alcoholic beverages in the parking lot of 156-158 South Bend Street on Thursday, July 3, 2008 beginning at 4:00 p.m. is READ AND ORDERED FILED AND THE REQUEST IS APPROVED WITH THE FOLLOWING STIPULATIONS, on a unanimous voice vote.
