A regular session of the Pawtucket Board of License Commissioners is held Wednesday, January 9, 2008, at 7:35 p.m. in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairperson Bray, Councilors Barry, Carr, Grebien, Hodge, Kinch, Moran and Wildenhain.
Absent – Councilor Chadwick.
Chairperson Bray presides.
The reading of the records of December 19, 2007 is dispensed with and the records are approved as prepared by the Clerk.
A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:
CLASS A
Lifedream, Inc., d/b/a Star Wine & Spirits, (Transfer from Star Wine Co. Inc.) 318 West Avenue, LIC#4875
Representing the license holder is Attorney Richard Morneau, 38 North Court Street, Providence, RI
Representing the applicants is Attorney Joseph Lamagna, 716 Central Avenue, Pawtucket, RI. Applicants Victor Oliveira, 56 Pequot Avenue, Cumberland, RI and Ricardo Carvalho, 88 Central Avenue, Pawtucket, RI are also present.
There will be no changes in hours of operation; the business will run as it is.
The applicants have been working with the current owners over the past few weeks.
There are no other speakers.

Upon motion made by Councilor Hodge, seconded by Councilor Barry, the following license is APPROVED on a unanimous voice vote:

Representing the applicant is Attorney Joseph Lamagna, 716 Central Avenue, Pawtucket, RI
This is a transfer of 50% of stockholders from one brother to other brother’s wife.
There will be no changes in operation.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILOR HODGE.
With majority consent of the Council, the following motion by Councilor Hodge, seconded by Councilor Barry, is PASSED on a unanimous voice vote:
The Clerk is instructed to issue a summons to The Blackstone at Hope LLC d/b/a Blackstone, 1005 Main Street, Pawtucket, RI, to appear at a FORMAL HEARING on February 6, 2008, for the following reasons:
1. On or about December 12, 2007: Authorizing the sale or delivery to an underaged person for purposes of sale, possession or consumption of an alcoholic beverage on the license premises either for said underaged person’s own use or of any other person (Violation of R.I. Gen. Laws § 3-8-1).
2. On or about December 12, 2007: Failure to maintain control of patrons, agents or employees and/or permitting any of the laws of this state to be violated on the license premises (Violation of R.I. Gen. Laws § 3-5-23).
Upon motion made by Councilor Hodge, seconded by Councilor Barry, the meeting is adjourned at 7:46 p.m.
