A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 7, 2007, at 6:58 p.m. in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Bray; Councilors Barry, Carr, Chadwick, Grebien, Hodge, Kinch, Moran, and Wildenhain.
Absent – 0.
Chairman Bray presides.
The reading of the records of February 21, 2007 is dispensed with and the records are approved as prepared by the Clerk.
Communication from Margaret M. Lynch-Gadaleta, Esq., City Solicitor, to Richard J. Goldstein, City Clerk. (East Avenue Café) is READ AND ORDERED FILED.
THE FOLLOWING APPLICATION WAS LAID ON THE TABLE AT THE MEETINGS HELD FEBRUARY 7, & 21, 2007, AND IS AGAIN TAKEN UP:

Mr. Joseph Raheb, Esq., 650 Washington Highway, Lincoln, RI, speaks on behalf of the license holder.
Councilor Barry reads the communication from Margaret M. Lynch-Gadaleta, City Solicitor.
Mr. Raheb states that money could be put in escrow, so that if disputed claims are allowed there would enough money to pay these claims.
Councilor Barry insists that all claims be paid before transfer and if not done in 2 weeks, action will be taken on this license at the next meeting.
Speaking on behalf of the applicant is Daniel Chaika, 1215 Reservoir Avenue, Cranston, RI 02920.
Mr. Chaika states that normally the real estate contractor would be paid after the closing. He asks Councilor Barry if he was insisting that the contractor be paid prior to the closing.
Councilor Barry responds that he wants to hear from all claimants, including the real estate contractor, that they have heard from the license holder and are satisfied regarding the payment of their claims.

With majority consent of the Council, Councilor Hodge introduces the following Communication:
Communication from Paul J. Pisano, Esq., representing RI Distributing, Co., Martignetti Co., and Charles Fradin, to Pawtucket Board of License Commissioners, objecting to the transfer of Class B (Victualer) Liquor License of Candilejas Corp., d/b/a Candilejas Café & Lounge to Leprechaun Lounge Inc., d/b/a Leprechaun Lounge, in the total amount of $1,812.98.
Upon motion made by Councilor Hodge, seconded by Councilor Chadwick, the following communication is READ AND ORDERED FIELD:

A PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE, WHICH WAS ADVERTISED FOR A HEARING AT THIS TIME, IS TAKEN UP:

Speaking in favor is Chad Tupper, President, Leprechaun Lounge, Inc., 410 Tarkiln Road, Mapleville, RI.
Mr. Tupper states that he was the manager of the Coast Guard House for four years and has worked at several restaurants.
Mr. Tupper states that he has settled one claim and will meet with the other two claimants tomorrow.
Mr. Tupper states that his hours of operation will be from 11:00 a.m. until 1:00 a.m. He will have a full menu, a pool table, and a dartboard. He would like to have karaoke or a one-man acoustical musician.
Mr. Tupper distributes for the Council a copy of his menu as well as a copy of his resume.
Mr. Tupper states that he hopes to open by St. Patrick’s Day.
Mr. Tupper states that he has put $45,000 into renovations. He has made arrangements to use the parking lot owned by the landlord for parking. The only entrance to be used is the front entrance and there are emergency exits in the rear. All staff is TIPS trained and there will be no minors allowed who are not accompanied by an adult and no minors allowed at all after 8:00 p.m.

Upon motion made by Councilor Chadwick, seconded by Councilors Barry and Grebien, the following license is APPROVED, SUBJECT TO THE PAYMENT OF ALL OUTSTANDING CLAMS, on a unanimous voice vote:

Communication from Thomas Brennan, Celtic Pub, 755 Broadway, to the Honorable City Council, requesting permission to serve alcoholic beverages from a tent in the parking lot on Friday, March 17, 2007, from 2:00 p.m. until 12:30 a.m. is READ AND ORDERED FILED and the request to serve alcoholic beverages from a tent in the parking lot is APPROVED with the following stipulations.
1. Detail officer until 1:30 a.m.
2. No bottles in outside lot.
3. Area must be cleaned up by next morning.
