Pawtucket Board of License Commissioners
March 8, 2006
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 8, 2006, at 6:50 p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Councilors Barry, Bray, Carr, Clemente, Hodge, Moran and Vitali.
Absent – Chairman Grebien and Councilor Wildenhain.
Vice Chairman Moran presides.
The reading of the records of February 22, 2006, is dispensed with and the records are approved as prepared by the Clerk.
A public hearing is held on the following application for license, which was advertised for a hearing at this time, is taken up:
CLASS A
Alves Productions, Inc., d/b/a Tropical Liquors, (Transfer from Tropical Liquors Corporation d/b/a Tropical Liquors) 280 East Avenue, LIC#10362
Representing the applicant is Richard Nicholson, Esq., 300 Centerville Rd., Summit West 205, Warwick, RI 02886.
Filipe Andrade, 280 East Avenue, Pawtucket, RI, applicant.
Mr. Nicholson states that there will be no change in the operation of the business. He states Mr. Andrade owned a liquor store in Boston for 12 years. He will operate the store by himself, there will be no other employees at this time.
Councilor Barry asks Mr. Andrade to police the area around his store for illegal parking of his customers.
Speaking in opposition is Anthony Leo-Mensah, 46 California Avenue, Providence, RI.
Mr. Mensah states that he owned this liquor store under the name of Ghanam Enterprises, Inc., until December, 2004. At that time the Council approved a transfer to Marcus Smith, President of Tropical Liquors Corporation. At that time, Mr. Smith signed an agreement to pay $26,000 for the stock in the store. He only paid $1000 and is objecting to the transfer until Mr. Smith pays this debt.
Councilor Clemente refers to a communication which was distributed earlier from R. Kevin Horan, Esq. objecting to the transfer on behalf of Ghanam Enterprises Inc.
Marcus Smith states that he did business with Mr. Baptista when he bought the liquor store in 2004 and not with Mr. Mensah.
Councilor Clemente asks Mr. Nicholson to work out the issues with his client and all the parties involved and report back the outcome at the next meeting.
There are no other speakers.

Previous Stipulations
1. All bartenders must be Certified in an Alcohol Server Training Program.

NEW STIPULATIONS ADDED ON 10/24/01
4. Detail Officer shall be hired every Friday and Saturday evening and any night before a legal Rhode Island holiday between the hours of 9:30 p.m.– 1:30 a.m. *Additional detail officer added 11/10/04.
*The additional detail officer remain until August 1, 2005. 5/25/05
*Detail officer reduced to 1 effective September 1, 2005, on Friday and Saturday 8/10/05
5. Monthly activity reports to be submitted the first meeting of each month, beginning with December 1, 2001.
