A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 5, 2005, at 8:10 p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Grebien; Councilors Barry, Bray, Carr, Clemente, Hodge, Vitali and Wildenhain.
Absent – Councilor Moran.
Chairman Grebien presides.
The reading of the records of September 21, 2005, is dispensed with and the records are approved as prepared by the Clerk.
Communication from Arcaro, Belilove, and Kolodney, Attorneys at Law, objecting to the transfer of Class B (Victualer) Liquor License of Rock’s Bar Inc., 684 Prospect Street, to Cretcheu Corp d/b/a Cretcheu Grupo, in the total amount of $1,079.93. is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
With majority consent of the Council, Councilor Clement introduces the following communication:
Communication from Arcaro, Belilove, and Kolodney, Attorneys at Law, releasing the transfer of Class B (Victualer) Liquor License of Rock’s Bar Inc., 684 Prospect Street, to Cretcheu Corp d/b/a Cretcheu Grupo, in the total amount of $1,079.93.
Upon motion made by Councilor Clemente, seconded by Councilor Bray, the following communication is READ AND ORDERED FILED.

A public hearing is held on the following application for license, which was advertised for a hearing at this time, is taken up:

Speaking in favor is Ken Kando, Esq., 50 Power Road, Pawtucket, RI, attorney representing the applicant.
Mr. Kando explains that Rock’s Bar currently holds two liquor licenses, one at 451 Prospect Street and this one at 684 Prospect Street.
Mr. Kando states that his client is asking that the Class BV license of Rock’s Bar at 684 Prospect Street be transferred to Cretcheu Corp at 593 Weeden Street location. This location is in the back of the building on Weeden Street and has a 45 person seating capacity.
Mr. Kando states that the Cretcheu Group is a Cape Verdean group, which has been together for 10 years. Three of the officers are present at this meeting. Total membership is 45 people and there is plenty of parking.
Mr. Kando states that they are seeking this liquor license in order to raise money to benefit the Cape Verdean Community. He states that this organization has been at this location for 7 years and is asking for a liquor license.
Councilor Clemente states that he has concerns regarding the type of license that this organization is applying for, which is a Class BV. He states that this type of an organization, which has a membership, would fit more into a Class D license.
Councilor Clemente strongly encourages Cretcheu Group to apply for a Class D license, which would suit this organization better, as there are too many Class B’s in this area already.
Mr. Kando states that this organization is anticipating transferring to a larger facility in the future.
Councilor Clemente states that he is concerned with the number of liquor licenses in this area, as there are already 7 licenses in the geographical area. He feels that a Class D license fits this organization better at this location.

The Clerk is instructed to send a communication to Tropical Vibes requesting that they attend Formal Hearing scheduled for Wednesday October 19, 2005.

Armadillo Promotional Incorporated d/b/a The Madhouse Café, 100 Main St. LIC#10355
Speaking in favor is Gary Davis, Esq. 22 West Main Street, Wickford, RI, attorney representing the applicant.
Mr. Davis states that this would be a new Class B license under the new ordinance. His clients are very excited about coming to Pawtucket and have been very successful in Narragansett.
Councilor Barry questions the hours of operation for this business.
Mr. Davis states that the hours of operation will be Monday through Thursday from 11:00 a.m. until 12:00 a.m.; Friday and Saturday from 11:00 a.m. until 1:00 a.m.; and on Sundays from 8:00 a.m. until 5:00 p.m.
Mr. Davis further states that there will be a deck in front of the building.

A public hearing is held on the following application for license, which was advertised for a hearing at this time, is taken up:

Café Bernard, LLC d/b/a LJ’S BBQ, 727 East Ave. LIC#10356
Speaking in favor is applicant Linda Watson, 54 Riley Drive, East Providence, RI.
Ms. Watson states that this restaurant is currently in East Providence and they will be relocating to 727 East Avenue, as they are loosing the lease in East Providence.
This will be a full service restaurant, which will serve lunch and dinner during the week and brunch on the weekends. This will not be a bar; the alcohol served will be to compliment the appetizers and the meals.
She states that she has been in the restaurant business for over 30 years. There is plenty of parking at this location.
Councilor Bray questions Ms. Watson regarding the hours of operation for this business.
Ms. Watson states that the hours of operation will be Monday through Thursday from 11:30 am. until 10:00 p.m. and from 11:30 a.m. until 11:00 pm on Weekends.
Councilor Bray asks Ms. Watson if she is aware of the restriction regarding deliveries for this business. Also, that nothing will be left outside in the back of the building, and that the door must remain closed at all times.
Ms. Watson states that she is aware that all deliveries for this business must be between the hours of 7:00 a.m. and 2:00 p.m. She is further aware that there can be nothing left outside in the back of the building and that the door must remain closed at all times.
The next speaker in favor is Linda Gagnon, 67 Germania Street, Pawtucket, RI.
Ms. Gagnon states that she is in favor of the application.
The next speaker in favor is Carol Zuckerman, from Oak Hill in Pawtucket, RI.
