Pawtucket Board of License Commissioners
November 22, 2005
A regular session of the Pawtucket Board of License Commissioners is held Tuesday, November 22, 2005, at 6:08 p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Grebien, Councilors Barry, Carr, Clemente, Hodge, Moran, Vitali and Wildenhain.
Absent – Councilor Bray.
Chairman Grebien presides.
The reading of the records of November 9, 2005, is dispensed with and the records are approved as prepared by the Clerk.
A Public Hearing is held on the following application for license advertised for the period beginning DECEMBER 2, 2005 AND ENDING DECEMBER 1, 2006, is taken up:
CLASS B VICTUALER
*Garrity Pub & Restaurant, Inc., 67 Garrity St. LIC#10349
1. All bartenders shall be TIPS Certified.
2. One member of management shall be on duty at all times.
3. Licensee shall notify District Councilor of any changes at establishment.
4. Licensee shall notify District Councilor when restaurant will be officially opened.
5. Licensee shall provide a list of all employees within 30 days of issuance of license.
6. Pawtucket residents shall be given preference for employment.
7. A detail officer shall be hired for any function with more than 250 people.
8. Licensee shall have 6 months from date of granting to open - if extension is needed, licensee shall notify the Board of License Commissioners of opening status.
9. Licensee shall remove remaining storage trailer and its contents within 30 days of the granting of this license transfer.
Speaking in favor is Jarrod Ilkowitz and Armand Desnoyers.
Mr. Desnoyers is the sole officer of the Garrity Pub & Restaurant Inc.
Mr. Ilkowitz explains that he will be taking over the facility and will be concentrating on weddings, banquets and a lounge. There will be a small scale restaurant, which will be open 7 days a week. They will give preference to Pawtucket residents first for employment. Mr. Ilkowitz expects to start with 10 employees to open the lounge part of the business.
Mr. Ilkowitz states that they are in the process of cleaning up the building and getting ready for an opening by mid January, 2006.
In response to Councilor Moran, Mr. Desnoyers states that they will not have a big restaurant as he previously tried. They will be catering to weddings and banquets and entertainment. They will operate a limited menu during the week when the lounge will be open. All cooking will be done on the premises.
Mr. Ilkowitz states that he will be managing all of the operations, as he has experience in running this type of liquor establishment. He ran a lounge in Attleboro which consisted of a concert venue and lounge entertainment.
Mr. Ilkowitz states that David Lewis is bringing 35 years of experience to the business and will be doing the food portion.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILOR MORAN.
Upon motion made by Councilor Moran, seconded by Councilor Hodge, the following license is APPROVED with the new stipulations on a unanimous voice vote:

1. All bartenders shall be Certified in an Alcohol Awareness Training Program.
2. One member of management shall be on duty at all times.
3. Licensee shall immediately notify District Councilor of any changes at establishment.
4. Licensee shall immediately notify District Councilor when restaurant will be officially opened.
5. Licensee shall provide a list of all employees within 30 days of the opening of the establishment.
6. Pawtucket residents shall be given preference for employment.
7. A detail officer shall be hired for any function with more than 250 people.
8. Licensee shall have 60 days from date of renewal to open - if extension is needed, licensee shall notify the Board of License Commissioners of opening status and matter will be heard at the January 25, 2006, meeting.
9. Licensee shall provide a menu to the district councilor prior to opening.
10. No storage trailers shall be located on the premises.
