A regular session of the Pawtucket Board of License Commissioners is held Wednesday, May 25, 2005, at 6:50 p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Grebien; Councilors Barry, Bray, Clemente, Hodge, Moran and Vitali.
Absent – Councilors Carr and Wildenhain.
Chairman Grebien presides.
The reading of the records of May 11, 2005, is dispensed with and the records are approved as prepared by the Clerk.

With majority consent of the Council, upon motion made by Councilor Bray, seconded by Councilor Clemente, the following application is DENIED, based on the following:

Robert Thibeault, President, Boson Associates, Inc., is present to answer questions.
Councilor Moran states that Mr. Thibeault requested that the stipulation for the additional officer be removed and asks Mr. Thibeault to review the status of his license.
Mr. Thibeault states that on February 17, 2005, Boson Associates, Inc. officially opened as Panache Martini Lounge; it was previously known as Macondo.
Panache was not successful and the former clientele wanted Macondo back. There is new manager operating Macondo, named William. Mr. Thibeault isn’t sure of his last name.
The former Manager, Mr. Chickie Negron, is no longer with Boson Associates.
Upon questioning regarding the approved change of trade name from Macondo to Panache, Frank J. Milos, Jr., Assistant City Solicitor, states that at the December 2, 2004, meeting Mr. Thibeault stated that the type of business was going to be changed to avoid past problems. However, Mr. Thibeault has returned to that style of business without notifying the Council.
Captain Haberle on behalf of Major Ormerod, states that the Police Department has concerns with removing the additional detail officer. This time of year is very slow and there is not enough activity to judge whether the detail officer should be removed. He suggests keeping the detail officer until July 1, 2005.
Councilor Moran states that Mr. Thibeault needs to file the proper paperwork changing his name back to Macondo; and he is in agreement with the Major’s recommendation to keep the additional police detail.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILOR MORAN.
Upon motion made by Councilor Moran, seconded by Councilor Hodge, Boson Associates Inc d/b/a Panache Martini Lounge, 242 Middle Street, is ordered to continue with the two police detail officers until August 1, 2005.
The Clerk is requested to ask Major Stephen P. Ormerod, Police Department, to submit a police activity report monthly regarding this establishment.
Communication from George L. Kelley, III, Chief of Police, to Pawtucket City Council Liquor License Committee. (Class D Club Licenses) IS READ AND ORDERED FILED AND REFERRED TO THE LICENSE COMMITTEE.
