Pawtucket Board of License Commissioners
September 25, 2002
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, September 25, 2002, at seven four o’clock p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.
Absent – 0.
Chairman Barry presides.
The reading of the records of September 9, 2002, is dispensed with and the records are approved as prepared by the Clerk.
A PUBLIC HEARING regarding the following license is taken up:
CLASS B (Victualer)
Eagle Express Chinese Restaurant Corporation d/b/a Eighty-Eight Asian Restaurant, 852 Newport Avenue, LIC # 10166
Speaking in favor is Yu Cheng Zou, President, Eagle Express Chinese Restaurant Corporation.
President Barry explains that the reason for this Public Hearing is that the business at 852 Newport Avenue is changing from a restaurant to a sports bar.
Councilor Wildenhain questions if Mr. Zou was involved when Groucho’s was the previous business at this location.
Mr. Zou explains that he took over the business after Groucho’s. Mr. Zou has always provided some entertainment, such as karaoke. He has been operating as a sports bar for the past 3 months. He now has a small dance floor, however no one has danced.
Councilor Wildenhain explains that Mr. Zou should have informed the Council of the changes to this business.
Mr. Zou states that employees are TIPS Certified, and there will be supervision at the door to make sure no neighbors are bothered.
Mr. Zou states that this business is closed during the day due to limited parking when the other businesses in this building are open. There is adequate parking at night when these other businesses are closed.
The hours of operation will be Wednesday – Saturday 4:00 p.m. until 1:00 a.m. The business will be closed Sunday – Tuesday.
Speaking in favor is Cindy Jack-Clark.
Ms. Jack-Clarke states that her property abuts Eagle Express and she is in favor of the business owner. Her mother, Thelma Jack lives upstairs from her and has no objections as well.
Speaking in favor is Mary Bishop and Kerrie Ann Bishop of Littlefield Street.
They have no objections to this business.
The next speaker is Frank Balkum, owner of property near this establishment.
Mr. Balkum states that he feared that there would be problems with noise, litter, vandalism, etc…
However, Mr. Balkum has spoken to Mr. Zou was assured that there will not be any problems. He feels he can trust Mr. Zou to run a good quiet establishment.

With majority consent of the Council, Councilor Wildenhain introduces the following communication:

Upon motion made by Councilor Wildenhain, the request to amend the business name of Eagle Express Chinese Restaurant Corporation d/b/a Eighty-Eight Asian Restaurant, 852 Newport Avenue, to “Eagle Express Chinese Restaurant Corporation d/b/a R Bar”, is APPROVED on a voice vote.
Councilor Hoyas votes NO.
THE PUBLIC HEARING ON THE FOLLOWING APPLICATION FOR LICENSE WAS LAID ON THE TABLE AT THE SEPTEMBER 9, 2002, MEETING, AND IS AGAIN TAKEN UP:

Corina’s Pub, Inc., (Transfer from The Five B’s LLC) 584 Smithfield Avenue, LIC# 10310
Speaking in favor is applicant, Corina Collins, 66 North Gate Drive, West Warwick, RI.
Ms. Collins states that she will run the same type of business as the previous owner. The only entertainment she has at this time will be karaoke.
Councilor Clemente states that he does not want this business to impact the neighborhood.
Ms. Collins states that the hours of operation will be from 12 Noon until 1:00 a.m., 7-days a week. Employees are TIPS Certified, and both applicants will be actively running the business.
