September 9, 2002

 

A regular session of the Pawtucket Board of License Commissioners is held Monday, September 9, 2002, at seven o’clock p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI. 

 

Present – Chairman Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

 

Absent – 0.

 

Chairman Barry presides.

 

The reading of the records of August 21, 2002, is dispensed with and the records are approved as prepared by the Clerk.

 

An INFORMAL HEARING regarding the following license is taken up:

 

CLASS B (Victualer)

 

Eagle Express Chinese Restaurant Corporation d/b/a Eighty-Eight Asian Restaurant, 852 Newport Avenue, LIC # 10166

 

Representing applicant Yu Cheng Zou, is Attorney James Del Fiore.

 

Mr. Del Fiore states that Mr. Zou is requesting to change the trade name of the business from Eighty-Eight Asian Restaurant to “R Bar.”  Mr. Zou has made improvements to the business by adding new carpets, lights, and Formica, to help business revenue.

 

Mr. Del Fiore states that Mr. Zou plans to change the structure of the business to a dining and entertainment facility.  He holds licenses for Class B Entertainment, Class BV Liquor, 1st Class Victualling House, and Pinball.

 

Mr. Del Fiore further states that Mr. Zou has owned the business since 1994, however there has been a business there since 1932.

 

Councilor Wildenhain questions the type of entertainment that will be held.

 

Mr. Zou explains that there will be Karaoke on Wednesday nights, Local Talent on Thursday night, and Music & Dancing on Friday & Saturday nights.  Last call at the bar will be at 12:30 a.m.   All Bartenders are TIPS Certified.  The manager of this establishment is Tammy Emmett, who has had previous experience.

 

Chairman Barry states that the nature of the business is changing dramatically from a Restaurant to a nightclub.

 

Mr. Zou distributes copies of the Menu for “R Bar”

 

Chairman Barry states that there was no request to alter the restaurant that was ever approved by the Board of License Commissioners.

 

Chairman Barry further states that the business that was always a Chinese restaurant is now changing to a sports bar with appetizers.

 

Upon questioning from Councilor Hodge, Mr. Del Fiore explains that the business seats 50 people, and there is parking in the lot adjacent to the building.  Although there are many businesses in the building that utilize this parking lot, they are closed at the time when this business is open.

 

Councilor Hodge further states that he recalls that there were problems when this location was a nightclub before.

 

There are no other speakers.

 

The Informal Hearing is closed.

 

Communication from Yu Cheng Zou, to The Pawtucket City Council, requesting to amend business name of Eagle Express Chinese Restaurant Corporation d/b/a Eighty-Eight Asian Restaurant, 852 Newport Avenue, to “Eagle Express Chinese Restaurant Corporation d/b/a R Bar”, is READ AND ORDERED FILED.

 

THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.

 

Upon motion made by Councilor Wildenhain, the request to change the d/b/a name of Eighty-Eight Asian Restaurant to “R Bar” is LAID ON THE TABLE on a unanimous voice vote, and a PUBLIC HEARING is set for Wednesday, September 25, 2002 at 7:00 p.m.

 

The Clerk is instructed to notify abutters in a 200-foot radius of the Public Hearing.

 

A public hearing is held on the following application for license advertised for this time:

THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.

 

Upon motion made by Councilor Clemente, seconded by Councilor Grebien, the Public Hearing on the following application for license is LAID ON THE TABLE on a unanimous voice vote:

The following license is APPROVED on a unanimous voice vote:

 

Class F (Beer & Wine)

 

Petition of Sacred Heart Church to sell beer and wine at a Religious Festival, 38 Park Street, on Saturday, September 14, 2002 from 6:00 p.m. until 12:00 a.m., LIC# 104  (Last License until 12‑1-02)

 

Upon motion made by Councilor Bray, seconded by Councilor Hodge, the meeting is adjourned at seven thirty o’clock p.m.
