Pawtucket Board of License Commissioners
October 24, 2001
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, October 24, 2001, at seven forty o’clock p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Barry; Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran and Wildenhain.
Absent - 0.
Chairman Barry presides.
The reading of the records of October 10, 2001, is dispensed with and the records are approved as prepared by the Clerk.
An INFORMAL HEARING regarding the following license is taken up:
CLASS B (Victualer)
Boson Associates, Inc., d/b/a Macondo, 242 Middle Street LIC#10296
Representing Boson Associates, Inc is Robert Thibeault, 1044 Lonsdale Ave., Central Falls, RI, President and sole corporate officer.
Mr. Thibeault states that he has hired additional police officers due to previous problems under the previous owner.
Mr. Thibeault states that the problem arises when the club closes and all the patrons leave at the same time. This causes some noise; however, Mr. Thibeault points out that once a patron leaves the establishment, they are not allowed back in.
Mr. Thibeault states that he is negotiating to purchase the property in the back of the club, which will be used for parking. This will help get cars off the streets.
Mr. Thibeault states that the police incidents listed all occurred before he took over the business, except for one. He has hired an additional police officer from 9:30 p.m. until 1:30 a.m.
Councilor Moran questions the sign advertising a 2:00 AM closing.
Mr. Thibeault states that the sign is coming down.
The next speaker is Mr. Adjei, 208 Middle Street, Pawtucket, RI.
Mr. Adjei states that he lives two houses away from Macondo. He has called the police several times during the last four months because of disturbances at the club. He states that his car was broken into, and a neighbors bike was stolen.
Mr. Adjei states that he has lived at this location for four years and the problems have started about four months ago. He states that he never had problems with the previous owner, now there are fights, beer bottles on his property, noise, etc. He states patrons leave Macondo’s property between 1:00 a.m. – 2:00 a.m.
Commander Ormerod states that more officers are needed to control the patrons leaving the establishment around the neighborhood and requests that a stipulation be added to have an officer assigned on Friday and Saturday nights between 9:30 p.m. and 1:30 a.m.
Mr. Thibeault disputes the claim of vandalism being caused by a patron of Macondo.
Councilor Moran states that Mr. Thibeault is responsible for patrons both inside and outside the establishment.
Councilor Moran states that he will ask for monthly reports from the police and if more disturbances continue he will ask for a Formal Hearing.
Councilor Moran informs Mr. Adjei to tell Mr. Thibeault or himself of any problems regarding this business.

Speaking in favor is Alfred Thibodeau, Attorney representing applicants Linda and Alice Vinh.
Mr. Thibodeau states that Linda and Alice Vinh are the sole corporate officers. He states that they both have business experience and are S.T.O.P. certified.
Mr. Thibodeau states that they will continue the same type of operation as the previous owner.
Upon questioning by Councilor Clemente, Mr. Thibodeau states that Linda has been working in the store for the past 2-3 months.
Councilor Clemente informs the new owner that they must adhere to all the liquor laws and any violations of the liquor laws will not be tolerated.
Mr. Thibodeau states that his clients are aware of the liquor laws and will not violate them.

THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
With majority consent of the Council, upon motion made by Councilor Clemente, seconded by Councilor Grebien, the following license is APPROVED on a unanimous voice vote:

FORMAL HEARING REGARDING THE LIQUOR LICENSE HOLDERS WHO ALLEGEDLY SOLD ALCOHOLIC BEVERAGES TO UNDERAGE PERSONS ON OR ABOUT JUNE 27, 2001, IS RESCHEDULED FOR WEDNESDAY, NOVEMBER 7, 2001, AT 7:30 P.M.
The following license is APPROVED on a unanimous voice vote:

THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Councilor Wildenhain is PASSED on a unanimous voice vote:
The following STIPULATIONS are added to the following license:
CLASS B (Victualer)
Boson Associates, Inc., d/b/a Macondo, 242 Middle Street LIC#10296
1. A detail officer shall be hired for Fridays, Saturdays, and the eve of any legal Rhode Island Holiday between the hours of 9:30 p.m. and 1:30 a.m.
2. Monthly activity reports of any activity at Macondo are due the first Council meeting of each month beginning with the first meeting in December 2001.
3. Remove Advertisement for 2:00 AM closing.
Upon motion made by Councilor Bray, seconded by Councilor Grebien, the meeting is adjourned at eight ten o’clock p.m.
