Pawtucket Board of License Commissioners
February 7, 2001
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 7, 2001, at seven fifty-two o’clock p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Moran, and Wildenhain.
Absent –Councilor Hoyas.
Chairman Barry presides.
The reading of the records of January 24, 2001, is dispensed with and the records are APPROVED as prepared by the Clerk.
The matter of a FORMAL HEARING on the following license is taken up:
CLASS B (Victualer)
Romar Inc., d/b/a Club Nowhere, 520 Central Ave. LIC#10246
STIPULATIONS
Representing the City of Pawtucket is Frank Milos, Assistant City Solicitor.
Representing the applicant is Michael F. Horan Esq.
Also present at the hearing is Stenographer Sandra Bachini Gaboriault.
THE DETAIL TESTIMONY OF THIS HEARING IS FILED IN THE VAULT OF THE CITY CLERKS OFFICE.
Mr. Milos states that the license holder is present and has agreed to be placed on PROBATION FOR NINETY (90) DAYS, AND AN ADDED STIPULATION THAT A DETAIL POLICE OFFICER SHALL BE HIRED BY THE LICENSE HOLDER IF SIXTY (60) OR MORE PATRONS ARE ON CLUB PREMISES AT ANY GIVEN NIGHT OF THE WEEK be placed on the applicants license. Also the applicant is made aware that any further violations on this liquor license may put the liquor license at risk.

THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
With majority consent of the Council, the following motion made by Councilor Wildenhain, seconded by Councilor Moran, is PASSED on a unanimous voice vote:
A NINETY (90) DAY PROBATION AND A ADDITIONAL STIPULATION is imposed on the Class B (Victualer) liquor license of Romar Inc., d/b/a Club Nowhere, 520 Central Avenue, Pawtucket, R.I. LIC#10246:
ADDITIONAL STIPULATION: A DETAIL POLICE OFFICER SHALL BE HIRED BY THE LICENSE HOLDER IF SIXTY (60) OR MORE PATRONS ARE ON CLUB PREMISES AT ANY GIVEN NIGHT OF THE WEEK, for the following reasons:
INCIDENT AT CLUB ON NOVEMBER 23, 2000
CONTINUING NEIGHBORHOOD DISTURBANCES
FAILURE TO MAINTAIN CONTROL OF PATRONS AND/OR EMPLOYEES, AGENTS, ENDANGERING THE HEALTH, SAFETY AND WELFARE OF THE GENERAL PUBLIC.

STIPULATION:

R. Kevin Horan, Attorney, is representing the applicant.
The Applicant is Anthony M. Leo-Mensah, 46 California Avenue, Providence, R.I.
Mr. Horan states that the license holder has been in operation since 1988, and has made previous attempts to relocate to Broadway, and other various locations in Pawtucket.
Mr. Horan states the applicant’s previous location at 459 Mineral Spring Avenue has been remodeled and the tenants were evicted.
President Barry questions Mr. Mensah, if this location is going to be a variety store and liquor store. He also questions the availably of sufficient parking spaces.
Mr. Mensah states that the loan company and laundry business are closed by 5:00 p.m.
He states that his busiest time for a liquor business is after 5:00 p.m., therefore parking will be ample.
There are no other speakers.

Upon motion made by Councilor Bray, seconded by Councilor Hodge, the following license is APPROVED WITH THE EXISTING STIPULATION TO REMAIN IN PLACE, on a unanimous voice vote:

Present at the hearing are the following:
Andrew Nault, Attorney representing the applicant.
Lucien Pine, 27 Buffum Street, Pawtucket, R.I., previous owner.
Aquilina Galvao and Jack Galvao, 301 St. James Court, North Providence, R.I., Applicants.
Mr. Nault states that the business is not currently operating, and he is aware that there have been some complaints from the neighbors.
Mr. Galvao states that the business is going to be a family restaurant serving Portuguese and Cape Verdean food.
Hours of operation will be Monday through Friday 11:00 a.m. to 10:30 p.m. and Saturday 11:00 a.m. to 11:30 p.m.
President Barry questions the parking situation for this business.
Mr. Galvao states that there are 12 to 13 parking spaces and there is also some on street parking for the business.
Mr. Galvao explains that they are leasing the property with an agreement to buy. They are being very attentive to the neighbors concerns.
Mr. Pine states that Mr. Galvao is a Certified Public Account and is very qualified to run this business.
