A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 8, 2000 , at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present – Chairman Barry, Councilors Bray, Carr, Clemente, Moran and Wildenhain.
Absent – Councilors Grebien, Hodge and Hoyas
Chairman Barry presides.
The reading of the records of, February 23, 2000 is dispensed with and the records are APPROVED as prepared by the Clerk.
THE CHAIR RECOGNIZES COUNCILOR BRAY.
Upon motion made by Councilor Bray, seconded by Councilor Wildenhain, the following plea of “Nolo Contendre” is READ AND ORDERED FILED.

A public hearing is held on the following application for license advertised for this time:

COUNCILOR HOYAS ARRIVES AT SEVEN THIRTY-EIGHT O’CLOCK P.M.
Speaking in favor is James Burchfield, Jr., Attorney representing applicant.

President Barry states that there have been a number of incidents at this establishment since January 2000. Many of the incidents involved minors due to the policy of allowing eighteen year olds into the club.
President Barry states that at a meeting with Mr. Burchfield, it was agreed that “hip hop” nights would not continue. There are signs located throughout the City, on utility poles; and, at previous meeting, Mr. Burchfield had agreed not to do this.
There have been incidents of fights, tire slashings, and general disruption in the neighborhood; and, there have been cars parked at Towers East that had their tires slashed.
Mr. Burchfield states that he has been in business for over thirty years. He previously owned the Classic Restaurant in Providence.
Mr. Burchfield states that he will eliminate the eighteen year olds from entering the establishment and will limit admission to persons twenty- one years of age or older.
Mr. Burchfield states that he is working closely with Commander Ormerod and has hired extra security for those times when the number of patrons is excessive.
Mr. Burchfield states that he wants to be a good neighbor with the elderly and is working hard to eliminate any future police activity reports.
President Barry states that he is very concerned with the large crowds that the club is attracting.
There are no other speakers.
The hearing is closed.
President Barry states that before any decision is made on this license a meeting must be scheduled with the police and the applicant.

Upon motion made by Councilor Bray, seconded by Councilor Hoyas, the following application for license IS LAID ON THE TABLE until a meeting is scheduled with the Police Department, the applicant, and the District Councilor,
on a unanimous voice vote:

Communication from Celtic Pub, 755 Broadway, requesting permission to serve alcoholic beverages from a tent in parking lot on Friday, March 17, 2000, is READ AND ORDERED FILED.
Request to erect a tent and serve alcohol in the tent is APPROVED with the following STIPULATIONS:
1. Detailed Police officers must be on duty
2. Beverages shall be served in plastic cups only, no glass shall be
allowed in the tent.
The following license is APPROVED on a unanimous voice vote:
