Pawtucket Board of License Commissioners
January 5, 2000
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, January 5, 2000, at seven forty-six o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present – Councilors Barry, Bray, Clemente, Grebien, Hodge, Hoyas, Moran and Wildenhain.
Absent – Councilor Carr
Councilor Barry presides.
The reading of the records of December 17 and 23, 1999, is dispensed with and the records are APPROVED as prepared by the Clerk.
THE ELECTION OF THE CHAIRPERSON OF THE PAWTUCKET BOARD OF LICENSE COMMISSIONERS IS NOW TAKEN UP.
Upon motion made by Councilor Hodge, seconded by Councilor Grebien, Councilor John J. Barry, III, is elected CHAIRPERSON of the Pawtucket Board of License Commissioners, on a roll call vote as follows:
Ayes – Councilors Barry, Bray, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.
Noes – 0
THE ELECTION OF THE VICE-CHAIRPERSON OF THE PAWTUCKET BOARD OF LICENSE COMMISSIONERS IS NOW TAKEN UP.
Upon motion made by Councilor Hoyas, seconded by Councilor Hodge, Councilor Mary E. Bray, is elected VICE- CHAIRPERSON of the Pawtucket Board of License Commissioners, on a roll call vote as follows:
Ayes – Chair Barry, Councilors Bray, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.
NOES - 0.
A Public Hearing is held on the following application for license advertised for this time:
CLASS A
Jose C. Gaipo & William J. Gallant d/b/a Four G’s Liquors (transfer from City Liquors, Inc. d/b/a Silva’s Liquors), 886 Mineral Spring Avenue; LIC#10267
Speaking in favor are the following:
James Sullivan, Attorney, 1130 Ten Rod Road, North Kingstown, RI, representing applicants.
Mr. Herman Gaipo, President/applicant.
William J. Gallant, Vice-President/applicant
Councilor Clentnte asks if this is a family run business.
Mr Sullivan states, yes, this is a family business, and Mr. Herman Gaipo, applicant’s father, will be there most of the time.
Mr Sullivan also states that Mr. Herman Gaipo is Tips certified, and all other employees will be as well.

THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
Upon motion made by Councilor Clemente, seconded by Councilor Hoyas, the following license is APPROVED on a unanimous voice vote.

Speaking in favor are the following:
Edward Grourke, Attorney, 24 Spring Street, Pawtucket, RI, representing applicant.
Mr. Mombelly, President/applicant.
Mr. Grourke states that Mr. Mombelly will be the principle person operating the business; and he will operate in the same manner as the previous owners, with an emphasis on food.
Mr. Mombelly has had experience in this type of business, having been employed at the Newport Harbor Hotel, which he left to open his own business. Employees will be TIPS certified and certified by the State Health Department.
Councilor Wildenhain asks if there will be entertainment.
Mr. Mombelly states that there will be entertainment occasionally, maybe a solo artist with guitar.
He also states that the hours of operation will be 11:00 am until 10:00 pm during the week, and 11:00 am until 11:30 pm on Friday and Saturday. He may also add a breakfast on Saturday and Sunday.

THE CHAIR RECOGNIZES COUNCILOR HODGE.
With majority consent of the Council, the following motion made by Councilor Hodge, seconded by Councilor Grebien is PASSED on a unanimous voice vote:
The Clerk is instructed to issue a FORMAL WARNING AND FINE in the amount of $50.00 (1st offense) to all Class B, C, and D license holders listed as violators in the underage liquor compliance checks conducted by the Pawtucket Police Department.
It is further ordered that all violators will be required to attend a training program, which will be established by the Pawtucket Police Department. Said training session shall be mandatory to attend. As soon as training sessions are scheduled they will be notified.
It is further ordered that any further violations of the aforementioned liquor statutes will result in a mandatory fine of $750.00 and possible suspension and/or revocation of liquor license after notice and a hearing.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the meeting is adjourned at eight five o’clock p.m.
