Pawtucket Board of License Commissioners
February 23, 2000
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, February 23, 2000, at seven thirty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present – Chairman Barry, Councilors Bray, Carr, Clemente, Grebien, Moran and Wildenhain.
Absent – Councilors Hodge and Hoyas.
Chairman Barry presides.
The reading of the records of February 9, 2000, is dispensed with and the records are APPROVED as prepared by the Clerk.
THE CHAIR RECOGNIZES COUNCILOR BRAY.
Upon motion made by Councilor Bray, seconded by Councilor Wildenhain, the following plea of “Nolo Contendre” is READ AND ORDERED FILED.

The matter of the FORMAL HEARING on the following license is taken up:

Frank Milos, Assistant City Solicitor, states that the City Solicitor’s office is asking that this matter be continued until the next meeting.
THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
Upon motion made by Councilor Clemente, seconded by Councilor Wildenhain, the Formal Hearing on the following license is postponed until March 8, 2000, at 7:30 p.m.

A public hearing is held on the following application for license advertised for this time:
CLASS A
Four G’s LLC d/b/a Four G’s Liquors (transfer from Jose C. Gaipo & William J. Gallant d/b/a Four G’s Liquors), 462 Central Avenue (transfer from 886 Mineral Spring Avenue,) LIC#10268
Speaking in favor is James Sullivan, Attorney, 1130 Ten Rod Road, North Kingstown, RI, representing Mr. Herman Gaipo, President, who will be the only stockholder in the corporation.
Mr. Sullivan states that they are asking to transfer the license to Four G’s LLC, with Mr. Gaipo as principle, as well as a change in location, from 886 Mineral Spring Avenue, to 462 Central Avenue.
Also present is Mr. Jose C. Gaipo, President; Four G’s Liquors.
Councilor Wildenhain asks how long Mr. Gaipo has been in the liquor business.
Mr. Gaipo states that from 1981 to 1987 he was the manager of a full service restaurant and bar that was owned by his father, and he has had various experience in this type of business.
Mr. Gaipo states that the hours of operation will be 10:00 a.m. until 10:00 p.m., and that there are 25 parking spaces at the new location. He also states that the banners on the building will be coming down.
Speaking in opposition is Michael Nolette, representing JR’s Sav on Liquors, 350 Benefit Street, Pawtucket, RI.
Mr. Nolette states that there are seven liquor stores in less than a one square mile area and he feels that this is too many in a small area. Also Mr. Nolette states that an additional liquor store will put the others out of business, and asks that the Council deny the relocation of this liquor store.
There are no other speakers.

Upon motion made by Councilor Wildenhain, seconded by Councilor Moran, the following Class A license is GRANTED on a unanimous voice vote:
