A regular session of the Pawtucket Board of License Commissioners is held Friday, December 15, 2000, at six ten o’clock p.m. in the City Council Chamber, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – Chairman Barry, Councilors Bray, Carr, Grebien, Hodge, Hoyas, and Wildenhain.
Absent – Councilors Clemente and Moran.
Chairman Barry presides.
The reading of the records of December 6, 2000, is dispensed with and the records are APPROVED as prepared by the Clerk.
The matter of a FORMAL HEARING on the following license is taken up:

THE CHAIR RECOGNIZES COUNCILOR HODGE.
Upon motion made by Councilor Hodge, seconded by Councilor Wildenhain, the privilege to remain open until 2:00 a.m. on Fridays, Saturdays, and the evening before a legal RI holiday is revoked. Closing hours shall be 1:00 a.m. on all evenings.
THE FOLLOWING LICENSE FOR THE PERIOD BEGINNING DECEMBER 20, 2000, AND ENDING DECEMBER 1, 2001, IS APPROVED WITH THE FOLLOWING STIPULATIONS:

1. Music shall be turned off by 12:45 a.m. Premises and surrounding area to be cleared by 1:30 a.m.
2. All police details shall be for the hours of 9:30 p.m. until 1:30 a.m.
3. There will be one police officer assigned for each 150 patrons entering the Club. These officers are assigned directly to the club for order maintenance.
4. There shall be one police officer assigned to the area of East Avenue at the rear of the club. This officer does not count against the complement of officers allotted for the club. The officer designated for East Avenue is there to assure that no club patrons park in the Towers East, Boy’s Club, or Fleet parking lots, as well as on East Avenue, where prohibited.
5. The club shall assign security to assure order maintenance within the parking lots around the club. They have no authority to direct traffic on any property of the City of Pawtucket. They are not to intervene in any police matter.
6. The police department reserves the right to reassess the stipulated police detail arrangements if complaints of noise and incidence of violence continue to occur in and around the establishment.
7. Applicant shall provide a detail of at least 2 firefighters, when in the opinion of the Pawtucket Fire Chief, the applicant is sponsoring an event which may mandate such services. This is pursuant to the decision of the Fire Safety Code Board of Appeal and Review, dated October 13, 1998.
8. PRIVILEGE TO REMAIN OPEN UNTIL 2:00 A.M. IS REVOKED. CLOSING TIME SHALL BE 1:00 A.M. ON ALL EVENINGS.

THE CHAIR RECOGNIZES COUNCILOR HODGE.
With majority consent of the Council, the following motion made by Councilor Hodge, on behalf of Council President John J. Barry, III, is APPROVED on a unanimous voice vote.
The Clerk is instructed to send a communication to Commander Stephen P. Ormerod requesting that he continue submitting activity reports for the Cosmopolitan Club,at 25 Roosevelt Avenue, Pawtucket, RI.
THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
With majority consent of the Council, councilor Wildenhain introduces the following communication:

Upon motion made by Councilor Wildenhain, seconded by Councilor Hodge, the Clerk is instructed to issue a summons to the officers of Club Nowhere, 520 Central Avenue, Pawtucket, RI, to appear at a FORMAL HEARING scheduled for Wednesday, January 10, 2001, regarding an incident that occurred at Club Nowhere on November 23, 2000.
