Pawtucket Board of License Commissioners
April 5, 2000
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, April 5, 2000, at seven fifty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present – Chairman Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, and Moran.
Absent – Councilor Wildenhain
Chairman Barry presides.
The reading of the records of March 22, 2000, is dispensed with and the records are APPROVED as prepared by the Clerk.
The matter of an INFORMAL HEARING on the following licenses is taken up:
CLASS B (VICTUALER)
1537 Corp. d/b/a M. Spumoni & Family, 1537 Newport Avenue, LIC#10042
Mr. George Panas, President of 1537 Corp., explains to the Council that he was out of town the night of the S.T.O.P. training program, and his manager was scheduled to attend the session. However, the manager fell and was injured and was unable to attend. As soon as another session is scheduled a representative of the company will be in attendance.
CLASS B (VICTUALER)
Churrasqueira DaBeira, Inc., 434 Broadway, LIC#10077
Council President Barry states that Councilor Wildenhain was contacted by Churrasqueira DaBeira, Inc., and requested that he notify the Council that there was a misunderstanding and they apologize for not attending the scheduled session. However, as soon as another session is scheduled, they will attend.
CLASS B (VICTUALER)
Elias Dernikos d/b/a City Line Pizza, 590-598 Pawtucket Avenue, LIC#10058
Councilor Bray states that she was contacted by Mr. Dernikos, who stated that there was confusion and they apologize for not attending. It was an oversight and they will attend as soon as another session is set up.

Council President Barry states that he received information from the license holder that he was in the hospital at the time of the session and that was the reason he was not able to attend. However, as soon as another session is scheduled, Mr. Junior will be there.
CLASS D
Dante Alighieri Social Club, 22 Hurley Avenue, LIC#10137
Councilor Bray states that she was contacted by the president of the Dante Club and was informed that there was a problem with the mail, and the reason for not attending was they never received the notice. However, they will attend the next session as soon as it is scheduled.
The Informal Hearings are closed.
The following license was LAID ON THE TABLE at the March 8, & 22, 2000, meetings, and is again taken up:

THE CHAIR RECOGNIZES COUNCILOR BRAY.
With majority consent of the Council, upon motion made by Councilor Bray, seconded by Councilor Clemente, the following license is APPROVED WITH STIPULATIONS as follows:
CLASS B (VICTUALER)
Caribbean Entertainment Inc. d/b/a Cosmopolitan Club (transfer of 100% stockholders), 25 Roosevelt Avenue extension LIC#10269.
*STIPULATIONS:
1. There will be one police officer assigned for each 150 patrons entering the Club. These officers are assigned directly to the club for order maintenance.
2. There shall be one police officer assigned to the area of East Avenue at the rear of the club. This officer does not count against the complement of officers allotted for the club. The officer designated for East Avenue is there to assure that no club patrons park in the Towers East, Boy’s Club, or Fleet parking lots, as well as on East Avenue.
3. The club shall assign security to assure order maintenance within the parking lots around the club. They have no authority to direct traffic on any property of the City of Pawtucket. They are not to intervene in any police matter.
4. The police department reserves the right to reassess the stipulated police detail arrangements if complaints of noise and incidence of violence continue to occur in and around the establishment.
5. Applicant shall provide a detail of at least 2 firefighters, when in the opinion of the Pawtucket Fire Chief, the applicant is sponsoring an event which may mandate such services. This is pursuant to the decision of the Fire Safety Code Board of Appeal and Review, dated October 13, 1998.

Nelson G. Gregor & John-Anthony Santos, d/b/a Gee’s Liquor (transfer from Fernando’s Liquors Inc., d/b/a Fernando’s Liquors) 398 Broadway LIC #10273.
Speaking in favor is John McBurney, Attorney, 100 Cottage Street, Pawtucket, RI, representing the applicants.
Nelson Gregor, 83 Cottage Street, Pawtucket, RI, applicant.
John-Anthony Santos, 83 Lyons Street, Pawtucket, RI, applicant.
Mr. McBurney requests the Council to approve the transfer of this license.
The applicants have completed the S.T.O.P. training course. The applicants have also entered into an agreement with Modern Glass Company to lease six parking spaces, which are adjacent to their store.
Councilor Moran questions the type of business that will be conducted.
Mr. Santos states that he has experience in the import/export business and Mr. Gregor states that he is an 18-year Army officer.
Family members will be working in the store to cover the hours and all are S.T.O.P. certified.

Upon motion made by Councilor Bray, seconded by Councilor Carr, the following communication is READ AND ORDERED FILED
