Pawtucket Board of License Commissioners

A regular session of the Pawtucket Board of License Commissioners is held Wednesday, September 22, 1999, at seven fifty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present - Chairman Barry; Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran and Wildenhain.
Absent - 0
Chairman Barry presides.
The reading of the records of September 8, 1999, is dispensed with and the records are APPROVED as prepared by the Clerk.
THE CHAIR RECOGNIZES COUNCILOR BRAY
With majority consent of the Council, Councilor Bray introduces the following communications:
Claim of McLaughlin & Moran, Inc., objecting to the transfer of Class B liquor license of Pub 602, Inc., 602 Smithfield Avenue to the Sports Zone Inc., in the amount of $1,784.39.
Claim of Arcaro, Belilove and Kolodney, Attorneys at Law, objecting to the transfer of Class B liquor license of Pub 602, Inc., 602 Smithfield Avenue, to the Sports Zone, Inc., in the total amount of $10,283.86.
Claim of Alda R. Collins, 10 Kenmore Way, Lincoln, RI, objecting to the transfer of Class B liquor license of Pub 602, Inc., 602 Smithfield Avenue, to the Sports Zone, Inc., in the total amount of $4,563.25.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the following communications are READ AND ORDERED FILED:

Representing The Sports Zone Inc., is Attorney James Bigos, 97 Cottage Street, Pawtucket, Rhode Island.
Also present are:
George Gagnon, sole proprietor of The Sports Zone, Inc.
Timothy Dodd, Attorney representing Pub 602 Inc.
Councilor Clemente questions Mr. Gagnon’s previous experience.
Mr. Gagnon states that he has run a similar business at the Old Sully’s Pub, Prospect Street, Pawtucket, and that he wants to open his business closer to home. He also states that he would operate this as a Pub or Caf$eA type of business.
Councilor Clemente states that the entertainment license has a stipulation as follows:
Entertainment is limited to one day per week.
Mr. Gagnon states that he would have low key entertainment on Saturdays, nothing outrageous.
Councilor Clemente states that the doors are to be kept closed at all times, and that all employees must be Tips certified.
Mr. Gagnon adds that he will work at the business at night.
There are no speakers in opposition.

THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
Upon motion made by Councilor Clemente, seconded by Councilor Bray, the following application for license transfer is GRANTED, on a unanimous voice vote, PENDING SETTLEMENT OF ALL OUTSTANDING CLAIMS:

Communication from Chief George L. Kelley, III, to Janice M. LaPorte, CMC, Clerk, regarding incident at Rick’s Liquors, Inc., 746 Broadway, is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Councilor Hodge, is PASSED, on a unanimous voice vote:
The clerk is instructed to issue a summons to the owner of Rick’s Liquors, Inc., 746 Broadway, to appear at a Formal Hearing scheduled for October 6, 1999, at seven thirty o’clock p.m. regarding the alleged sale of alcohol to a minor.
Communication from Jeffrey J. Greer, Hearing Officer, Department of Business Regulations, Division of Commercial Licensing and Regulation, affirming Council’s decision regarding East Street Liquors, Inc. license suspension is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the council, the following motion made by Councilor Moran, seconded by Councilor Wildenhain, is PASSED on a unanimous voice vote:
The clerk is instructed to send a communication to Police Chief, George L. Kelley, III, regarding the suspension of Class A Liquor License of East Street Liquors located at 183 East Street, requesting that the necessary steps be taken to close East Street Liquors on October 22 and 23, 1999.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the meeting is adjourned seven fifty-eight o’clock p.m.
