Pawtucket Board of License Commissioners
March 24, 1999
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, March 24, 1999, at eight five o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island. All members are present, except Councilor Bray; Chairman Barry presides.
The reading of the records of March 10, 1999, is taken up.

Upon motion made by Councilor Hodge, seconded by Councilor Moran, the minutes of the meeting held March 10, 1999, page 218, are amended to read as follows:
THE CHAIR RECOGNIZES COUNCILOR HODGE.
Upon motion made by Councilor Hodge, seconded by Councilor Moran, the following application for Class B (Victualer) liquor license is GRANTED on a unanimous voice vote * WITH THE FOLLOWING STIPULATION:
*STIPULATION - NO LIVE ENTERTAINMENT SHALL BE HELD AT THIS ESTABLISHMENT.

Wetherlaine’s Inc., d/b/a Wetherlaine’s Restaurant and Pub (transfer from Lex Corporation d/b/a Alexion’s Famille Restaurant) 855 Newport Avenue LIC#10252
Upon motion made by Councilor Hodge, seconded by Councilor Moran, the minutes of the meeting of March 10, 1999 are APPROVED AS AMENDED on a unanimous voice vote.
A public hearing is held on the following application for license advertised for this time:
CLASS B (LIMITED)
Down Under Duckpins Inc. d/b/a Down Under Duckpin Bowl, (transfer from Eugene J. Merola Inc., by Administrator Eugene Merola d/b/a Chip’s Bowlarama) 615 Pawtucket Ave., LIC#10254
Speaking in favor is Terry Simpson, Attorney, representing the seller Eugene Merolla, Jr.
Mr. Simpson explains that the estate of the late Mr. Merolla is authorized through the Probate Court in Warwick to transfer all assets including the Liquor license, to a new owner.
The next speakers are the applicants:
David Aedal, 40 Ambrose Street, North Providence RI.
Karen Levasseur, 40 May Street, North Providence, RI.
The applicants state that they intend to run the same operation that Mr. Merolla has since 1979. They plan on running a family oriented recreation establishment, and alcohol will be secondary to the business.
Mr. Aedal is Tips certified and all employees will also be Tips trained.
Mr. Aedal also states that his prior experience is in his family’s restaurant business. The hours of operation will be 10:00 a.m. until 10:00 p.m. and on weekends they will open until 1:00 o’clock a.m.
There is parking on the upper level and in the rear of the business.

With majority consent of the Council, Councilor Hodge introduces the following communications:
Claim of Arcaro, Belilove and Kolodney, Attorneys at Law, objecting to the transfer of Class B (Victualer) liquor license of G & D LLC d/b/a News Caf$eA (transfer from 43 Broad Street Inc.) 43 Broad Street and 44 Summer Street in the total amount of $491.55.
Claim of McLaughlin and Moran objecting to the Class B (Victualer) liquor license of G & D LLC d/b/a News Caf$eA (transfer from 43 Broad Street Inc.) 43 Broad Street and 44 Summer Street in the amount of $874.70.

The applicants are sisters and intend to run the same type of business as has been run in the past. They will keep the same hours of operation.
Ms. Culbertson states that she has been in this business for twenty-one years and is intending to stay at this location; she has no intention of moving the business, as was rumored.
Ms. Culbertson also states that she is Tips trained.
A Disc Jockey is the form of entertainment on weekends which is between the hours of 8:00 o’clock p.m. until Midnight.

Upon motion made by Councilor Clemente, seconded by Councilor Hodge, the following application for liquor transfer is APPROVED pending the settlement of all outstanding claims, on a unanimous voice vote, * WITH THE FOLLOWING STIPULATION:

Aladdin Club Inc. d/b/a Theatre Tap (transfer location from 567 Smithfield Ave.) to 609 Smithfield Avenue LIC#10253
Speaking in favor is Dominic Tortolano, President, 26 F Water View Drive, Smithfield, RI.
Mr. Tortolano explains that his original location at 567 Smithfield Avenue was burned down and he is requesting permission to move two blocks down from his previous location. He will operate the same type of club as before, which is a private Club for members only.
He occasionally has Karoke as a form of entertainment.

With majority consent of the Council the following motion made by Councilor Moran, seconded by Councilor Hodge, is PASSED on a unanimous voice vote:
The Clerk is instructed to issue a summons to the owner of East Street Liquors, 187 East Street to appear before the Pawtucket Board of License Commissioners at a formal hearing to be held on Wednesday, April 7, 1999, regarding the police incident involving an employee of East Street Liquors.
The Clerk is further instructed to send a communication to the Chief of Police asking that he research the records during the period that sting operations were conducted to see if this establishment was cited for selling alcohol to minors during that police operation.

Upon motion made by Councilor Wildenhain, seconded by Councilor Hodge, the plans submitted by James E. Lemoie, Vice President, Wetherlaine’s Inc., for renovations to 855 Newport Ave. are APPROVED on a unanimous voice vote.
