Pawtucket Board of License Commissioners
December 8, 1999
A regular session of the Pawtucket Board of License Commissioners is held Wednesday, December 8, 1999, at seven fifty o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, Rhode Island.
Present - Chairman Barry, Councilors Bray, Carr, Grebien, Hodge, Hoyas, Moran, and Wildenhain.
Absent - Councilor Clemente.
Chairman Barry presides.
The reading of the records of November 23, 1999, is dispensed with and the records are APPROVED as prepared by the Clerk.
A public hearing is held on the following license advertised for this time:
CLASS A
Atlantic Group Holding Inc., d/b/a Lonsdale Wine & Spirits (transfer from L.A.M. Inc., d/b/a Lonsdale Liquors, by Diane Finkle, Receiver), 465 Lonsdale Avenue LIC#10265
Speaking in favor is John Dean, Attorney, representing Atlantic Group Holding, Inc.
Mr. Dean introduces Robert Bailey, principle in the liquor license.
Mr. Bailey states that the corporation has plans to purchase 2.5 acres of land. Their main business is tile distributors and will move into part of the building. The liquor store is part of the purchase. They plan to renovate and improve the property.
Mr. Bailey agrees with Councilor Clemente to keep the existing stipulation on the license.
The next speaker is Diane Finkle, receiver.
Ms. Finkle, states that taxes on real property will be paid at the closing, and the Rhode Island Division of Taxation will be paid, and a Certificate in Good Standing will be issued.
There are no other speakers, the hearing is closed.
THE CHAIR RECOGNIZES COUNCILOR GREBIEN
Upon motion made by Councilor Grebien, seconded by Councilor Hodge, the following transfer of license is GRANTED on a unanimous voice vote with the following stipulation:

Atlantic Group Holding Inc., d/b/a Lonsdale Wine & Spirits (transfer from L.A.M. Inc., d/b/a Lonsdale Liquors, by Diane Finkle, Receiver), 465 Lonsdale Avenue LIC#10265
STIPULATIONS:
All current employees, as well as any future employees, shall be required to be T.I.P.S., or similar, Certified.
The following application for license renewal was Laid on the Table at the meetings held November 10, and 23, 1999, and is again taken up:
CLASS A
Fernando’s Liquors, Inc., d/b/a Fernando’s Liquors, 398-400 Broadway LIC10232
Representing Fernando’s Liquors is Franklin Fernandes, 8 Oakwood Street, Cumberland, Rhode Island.
Mr. Fernandes states that he has not operated the business at the 398-400 Broadway location since it was approved in November 1997, At that time a family member was in the process of purchasing the business; however, the financing was not approved.
Mr. Fenandes states that there have been a couple of potential buyers, but nothing concrete. He states that the license is listed with a real estate agent; however, he does not know how long it will take for a buyer to be found.
There are no other speakers.

THE CHAIR RECOGNIZES COUNCILOR MORAN
Upon motion made by Councilor Moran, seconded by Councilor Wildenhain, the following license is APPROVED until March 30, 2000, to allow Mr. Fernandes additional time to sell the business. The license will be held in the City Clerk’s office.

Communication from the Pawtucket Country Club requesting permission to expand facility at 900 Armistice Blvd. IS READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR BRAY
Upon motion made by Councilor Bray, seconded by Councilor Grebien, the request from the Pawtucket Country Club for permission to expand the facility at 900 Armistice Blvd. is APPROVED on a voice vote.
COUNCILOR HODGE ABSTAINS BASED ON HIS STATEMENT “I AM A MEMBER OF PAWTUCKET COUNTRY CLUB.” (REPORT FILED).
Communication from Ronald F. Travers, Director of Zoning & Code Enforcement, to Janice M. LaPorte, City Clerk, - inspection of the location of Fernando’s Liquors, 398-400 Broadway, is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR MORAN
With majority consent of the Council, Councilor Moran introduces the following communication:
Communication from Captain Bruce Moreau to Chief George L. Kelley, III, regarding a liquor violation against Rick’s Liquor Store, 746 Broadway, Pawtucket, RI, - selling alcoholic beverages to a minor.
Upon motion made by Councilor Moran, seconded by Councilor Grebien the communication is READ AND ORDERED FILED.

THE CHAIR RECOGNIZES COUNCILOR MORAN
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Councilor Grebien, is PASSED on a unanimous voice vote.
The clerk is instructed to send a summons to the owner of Rick’s Liquor Inc., 746 Broadway, to appear at a Formal Hearing scheduled for Friday, December 17, 1999, at 6:00 o’clock p.m., regarding the alleged sale of alcohol to a minor.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the meeting is adjourned at eight twelve o’clock p.m.
